Project Summary: The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical monitoring and evaluation (M&E) knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.
Job Description
Position Summary:
The Third Party Monitoring (TPM) Health Specialist will work closely with the AMELA field office (FO) teams to provide subject matter expertise in the monitoring of Health awards. The TPM Health Specialist will work closely with all members of the TPM team and be supervised by and report directly to the Senior Monitoring Lead and Deputy Monitoring Lead. The anticipated level of effort is up to 3 days per week until March 12, 2023. The position is expected to continue after March 13, 2023, through September 13, 2023, upon award of the third option year.
Responsibilities:
- Provide subject matter expertise during all phases of the Health TPM.
- Support AMELA’s TPM team to develop, pilot, finalize, and revise Health TPM tools as necessary.
- Support the capacity building of field staff on monitoring Health awards, especially through the piloting phase.
- Drafting, reviewing, and finalizing the Health TPM reports, including the review of monitoring raw and processed data to ensure the accuracy of reports.
- Support other tasks, as and when requested by the senior leadership.
Job Requirement
- Bachelor’s degree in medicine or health is required. Master’s degree is preferred.
- Minimum of five years of experience in a related field is required.
- Experience working in USAID preferred.
- Experience working in Afghanistan preferred.
- Experience supporting third-party monitoring projects, including reporting and analysis.
- Ability to build effective working relationships with colleagues and work in a fast-paced environment while remaining flexible.
- Strong organizational skills are required.
- Strong written and oral English language skills are required.
