About Roots of Peace: The Agricultural Marketing Program (AMP) builds on the successes of Roots of Peace’s 10-year Commercial Horticulture & Agriculture Marketing Program (CHAMP), and aims over the 3-year period of implementation to increase export volumes and values, introduce new agricultural products to the market, diversify export markets and increase value-added processing. The increased exports will create additional demand for agricultural products that will drive job growth in rural areas. Key objectives/targets include increases in exports by US$450 million, domestics sales by US$50 million and jobs by 4,500. Activities will include: researching new market opportunities for Afghan products; operating trade offices in key markets; organizing or participating in international B2B events, trade missions and trade shows; organizing promotional activities in key markets; providing incentives for businesses exporting new products or to new markets; training in new markets, food safety, access to finance, etc.; facilitating access to trade credit; and mitigating trade impediments. AMP works primarily with private sector agribusinesses, but also engages the Ministry of Agriculture, Irrigation and Livestock (MAIL), the Afghan Chamber of Commerce and Industries (ACCI), the Export Promotion Agency of Afghanistan (EPAA) and other USAID-funded agricultural programs including (AVC-Crops, AVC-Livestock, RADP East and PVC-West). Specific attention is given to support the participation of women and youth in AMP activities
Job Description
The Procurement Specialist will provide critical support for procurement and logistics associated with AMP project activities. While the position will be based in Kabul but may need to visit ROP/AMP regional offices to ensure that procurements associated with project activities are carried out in adherence to ROP/AMP and USAID policies and procedures. The function of the position is both to facilitate efficient processes in support of project goals and objectives and to ensure proper oversight and compliance of all AMP procurements in Afghanistan and out of the country.
DUTIES AND RESPONSIBILTIES:
• Coordinate activities with Value Chain Specialists in Kabul and across provinces. Handle Micro, Small, Medium and Large threshold levels of procurement and solicitation of bids and quotes associated with procurement activities carried out;
• Assist the AMP Procurement Team with daily office administrative functions;
• Provide assistance with preparation of bids packages for evaluation committees;
• Conduct market research in preparation for local procurement of goods and services for the project;
• Determine accuracy of offers and ensure compliance with ROP/AMP and USAID policies and procedures;
• Correspond with vendors to address and resolve invoice discrepancies.
• Track and ensure prompt and efficient delivery of goods and services procured by the project;
• Set up and maintain trackers and other tools as needed to ensure sound management of blanket purchase agreements (BPAs)
• Coordinate procurement actions with AMP technical project staff to ensure timely and satisfactory delivery of goods and services;
• Planning simplified acquisitions
• Prepare all pre-solicitation documentation and post-award documentation including acquisition plans evaluation criteria terms and conditions determinations and findings memorandums for record award summaries pre/post-negotiation memorandums award decision documents solicitations requests for information requests for quote requests for proposal source selection support.
• Perform contract closeout functions
• Negotiation of prices and contracts with vendors and industries.
• Cost and price analysis.
• Knowledge of the FAR AIDAR and USAID procurement policy and procedures.
• Research analyze and review applicable AMP and USAID policies guidance and regulations to support customer.
• Provide procurement advice assistance and guidance to customer.
• Communicate effectively and professional to internal and external customers.
• Award of time and material and fixed price purchase orders and contracts.
• Perform routine repetitive purchasing primarily in the commodity accounts.
• Other related tasks as required and assigned by the Contracts and Procurement Manager.
Job Requirement
Qualifications for Procurement Specialist
Bachelor’s degree is requirement but master’s degree in a related field will be preferred
Proven 5 years of relevant experience working as a procurement specialist in the same area required
Additional certification in the field of procurement desired
Strong knowledge of the industry and market conditions
Excellent English written and verbal communication skills
Impeccable negotiation and problem-solving skills
Exceptional interpersonal skills and rapport building
Flexible to work long hours as demanded by projects
Able to travel to meet vendors and suppliers as necessary
Duty station is Kabul with possible visits to regional offices in Afghanistan.
