Project Summary: The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes. USAID/Afghanistan has asked AMELA to final evaluate the Conflict Mitigation Assistance for Civilians (COMAC) activity. COMAC provides comprehensive victims’ assistance to Afghan families affected by conflict. The activity seeks to help Afghan civilians and families who have suffered the loss of life, physical injury, or lack of economic livelihood due to military operations, insurgent attacks, landmines, unexploded ordinance, improvised explosive devices (IEDs), and cross-border shelling.

Job Description

Position Summary:

The Evaluation Specialist will assist the Team Lead in the design of an assessment plan, crafting data collection instruments, assist in data collection, spearheading data evaluation, and contribute to the drafting of the interpretive products to be delivered under the SOW under the oversight of the AMELA technical team. The anticipated level of effort is up to 50 days until March 12, 2023.

Responsibilities:

  • Assist in the drafting of an assessment plan.
  • Assist in the development of data collection tools.
  • Assist in any training and testing in preparation for the data collection.
  • Manage data collection, including conducting key informant interviews, and focus groups, and providing guidance to the data collection team. 
  • Supervise data review.
  • Draft deliverables and interpretive products as required.
  • Participate and direct assessment presentations.

Job Requirement

  • Bachelor’s degree required. Master’s degree in a related field preferred.
  • Minimum five years of experience conducting evaluations and research in social science is required.
  • Experience and expertise in conducting research and evaluations on victims’ assistance or emergency humanitarian response projects in contexts like Afghanistan are strongly preferred. 
  • Experience working in Afghanistan preferred.
  • Experience conducting evaluations for USAID.
  • Experience in both qualitative and quantitative methods.  
  • Strong written and oral English language skills are required.
