Job Description

Field Monitor is responsible for surveying, proposing, implementing and monitoring CO-PROSPER projects in field level/PARR sites under the supervision of the Senior Project team, Project Manager and Programme Manager.

The Field Monitor will be responsible for all the survey data and figures that s/he has collected/compiled during the joint assessments, site visits, and verification process. Field monitors will deal in a good manner with IDP/Returnees, the host community and all project rightsholders throughout the implementation of all humanitarian actions under UNHCR-APBHO. In general, the field monitors should carry out regular monitoring of the ongoing livelihood and construction works. Besides, s/he will be responsible to do rapid need assessments/gap analysis and conduct feasibility studies for the selected activities.

Duties & Responsibilities:

  • Develop weekly/ monthly planning and reporting, conduct site visits, and monitor field activities.
  • Check the quality assurance of the construction works such as schools, health centres and parks, and report quality control issues to the project manager and MEAL department of APBHO.
  • Assist in undertaking regular assessments based on the work plan and schedule given by the project manager or deputy project manager.
  • Evaluate and monitor the progress of the project activities in the Priority Areas of Return and Reintegration (PARRs).
  • Monitor the implementation of CO-PROSPER sub-projects (infrastructures and livelihood activities) and prepare necessary feedback/recommendations for improvement.
  • Assisting the Project manager to follow up on the needs and requirements of the most vulnerable families, IDPs, Refugees and the major social obstacles against normal life for people suffering hard living conditions such as female-headed families, disabled persons, children, and internally displaced people.
  • Assisting to translate their basic needs into assessment reports/proposals, ensuring that these projects will make them more productive, always thinking about the best solutions through encouraging them and finding suitable and reasonable social care projects in coordination with project senior staff and Programme Manager.
  • Implementing and monitoring approved projects under the supervision of the Project Manager and Engineers in coordination with the APBHO Senior Programme team.
  • Making social care, and engineering assessments of Priority Areas where many IDPs and/or refugees live and participating in the preparation of proposals of projects, considering social and protection factors.
  • Carrying out other duties as directed, in accordance with the programme requirements.

Job Requirement

REQUIRED MINIMUM EDUCATION:

  • Bachelor’s degreek, civil engineering desirable.
  • Master’s degree in a relevant area is preferred.

REQUIRED MINIMUM EXPERIENCE:

  • 2 Years' experience in a similar humanitarian field in (NGO/INGO) sectors.
  • Previous protection experience or working in UNHCR-funded projects is a plus.

KNOWLEDGE AND SKILLS:

  • Experience and knowledge of monitoring evaluation learning and accountability in Humanitarian projects.
  • Expertise knowledge in a thematic area (policies, guidelines, SoPs, best practices, high-impact interventions, related Community-based programs) and knowledge of reintegration and protection.
  • A strong willingness to mentor health providers to help them improve their performance and get results
  • Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research). Ability to use Excel spreadsheets and extract selected data. Skill in using data for decision-making preferred
  • Demonstrated experience collaborating with a range of counterparts at the regional and provincial levels that leads to technically sound and productive protection, livelihood, and resilience interventions.
  • Awareness of barriers to women’s access to protection services and ability to demonstrate gender sensitivity.
  • Knowledge and skills in management/supervision at the field level.
