About Company
About SCA: SCA has been working in Afghanistan since 1982 and is presently managing development programmes linked to Strategic Objectives concerning Health, Education and Community Driven Development. With a total annual, budget of roughly USD 40 million. The total number of staff is around 5,700 of whom 15 are non-Afghans. The SCA presence in Afghanistan consists of the Kabul Management Office (KMO), five Regional Management Offices and two Liaison Offices. In Sweden SCA has 20 staff working at the Stockholm Management Office (SMO) and around 3,500 members organized in local chapters all over the country. In the last 10 years, SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development.
Job Description
- Support the implementation of the organization- or project-specific monitoring and evaluation plan.
- Conduct regular field visits and present comprehensive and detailed monitoring report with action points to the Head of Office.
- Support the development and/or adaptation of data collection and reporting tools depending on the project/programmer’s interventions.
- In coordination with PMERU-KMO, recruit and supervise staff for Program Quality Monitoring, assessments/evaluations and follow up of the findings generated.
- Provide technical support to project managers in the collection of M&E data;
- Facilitate the implementation of SCA M&E Framework in programme and projects areas.
- Organize, facilitate and review RBM/M&E workshops, seminars, trainings and other participatory fora for SCA programme and project staff and partners.
- Provide technical support and guide project team in developing monitoring plans including selecting smart indicators.
- Lead and facilitate the compilation of the ministry of Economy report at directorate level.
- Provide technical and practical support to project managers and Head of Office in processing and analyzing data for use in reports and writing of internal analyses.
- Promote a documentation and learning culture within SCA and provide support in the dissemination of lessons learnt both internally and externally.
- Provide technical and administrative support during project evaluations, reviews and studies.
- Monitor/observe of different trainings organized at RMO.
- Taking parts in meetings of RMOs and at KMO when required.
- Follow up and make sure that the online field visit tracker is updated.
- Lead and facilitate capacity building sessions to the field staff to collect quality, accurate and precise data.
- Analyze data and report on the progress towards project’s outputs/outcomes/impact level indicators on periodic basis.
- Ensure data integrity, validity and quality as per standards in SCA’s M&E framework.
- Develop and strengthen monitoring and evaluation procedures at regional level.
- Monitor all project activities and progress towards achieving the project output.
- Recommend further improvement of the logical framework/ToCs.
- Provide support in any other related tasks given by the Head of Office and Deputy Head of PMERU.

Job Requirement
- Academic Degree, preferably at Bachelor/Master’s level, in Social Sciences or equivalent professional qualifications.
- 3-4 years’ relevant experience, especially within an I/NGO, UN agencies or similar
organization in Monitoring and Evaluation.
- Computer skill at operator level, especially with MS Office packages.
- Fluency in English and Dari and/or Pashto, both written and spoken
- Good Interpersonal and communication skills, team player, analytical
- Experience in planning, reporting, and budgeting,
- Ability to train staff on M&E, do basic analysis in MS Excel
- Possess required knowledge of quantitative and qualitative data analysis and reporting
Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
- Be sensitive to and understand the social and cultural diversity of key populations
