Job Description

Purpose of the Job:

The purpose of the Monitoring and Evaluation Officer is day to day implementation of the Monitoring & Evaluation activities across the projects in the west. He or she will be responsible for the data collection, PDM (Post Distribution Monitoring), analysis and report writing of the monitoring reports of the projects. Also, he or she will be responsible for creating data collection tools and digitalization of the data collection tools whenever required for the CCs (Core Competencies).

Generic responsibilities:

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated CC project portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents soft and hard copies
  5. Ensure that projects target beneficiaries most in need, explore and asses new and better ways to assist
  6. Support and contribute to the development and implementation of Monitoring & Evaluation, including follow Monitoring & Evaluation SOPs, guidance and tools.
  7. Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
  8. Promote and share ideas for technical improvement

Specific responsibilities:

  • Coordinate process to establish programme level Monitoring & Evaluation systems
  • Lead the accountability and Monitoring & Evaluation processes of data collection, Spot checks, beneficiary verification, surveys, and any other control measures.
  • Support Monitoring & Evaluation and program staff in developing and reviewing the survey questionnaires
  • Participate in log frame design during project proposal process to support on indicator formulation
  • Support and contribute to the development of a data management system through documentation, implementation and coordination of standardized information flow of Monitoring & Evaluation activities and reporting
  • Ensure the inclusion of cash-based interventions and marked based programmes in the west area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
  • Ensure that monitoring data are reported in a timely manner to relevant programme and managerial staff
  • Capacity building and training of programme staff on Monitoring & Evaluation technical and conceptual areas, as needed
  • The Monitoring & Evaluation Officer should have the ability of the mobile data collection to convert the questionnaires in word format to XLS format and upload to Kobo data collection platforms
  • Support in the CFM (Complaints and Feedback Mechanism) cases received, followed up and documented
  • Maintain the CFM database updated on a daily basis
  • Support the Programme Department in new initiatives, should these arise during the employment period
  • Other activities agreed and discussed with the Monitoring & Evaluation Coordinator and Area Manager 
  • Support in standardizing Monitoring & Evaluation across projects within the area office and sub-offices.
  • Support in data management and development of clear information flow between program and Monitoring & Evaluation staff, as needed,
  • Prepare monitoring reports in a timely manner, disseminate to the relative departments, and project manager/coordinator.
  • Capacity building and training of program staff on Monitoring & Evaluation technical and conceptual areas, as needed.
  • Support programme staff in planning for and executing Monitoring & Evaluation activities, including data collection methodology and tools development, and data management, analysis and reporting.
  • Support field program staff to implement project level assessments, including PDMs, baseline survey, and outcome measurement.
  • Support the Programme Department in new initiatives, should these arise during the employment period
  • Having close communication among the team and program
  • Liaise with peer organizations and Monitoring & Evaluation staff in partner agencies to facilitate lessons learned and coordination
  • Collect beneficiaries Complaints and Feedback Mechanism (CFM) from projects beneficiaries, timely update the database and report to Monitoring & Evaluation Coordinator
  • Ensure the inclusion of cash-based interventions and marked based programmes in the area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
  • Having close communication both inside and outside of the area for better implementation of the Monitoring & Evaluation

Job Requirement

Generic professional competencies:

  • 3-4 Years’ experience from working in a humanitarian/recovery context
  • Post-graduate certificate in Monitoring & Evaluation related field such as surveys, sampling, data analysis
  • At least 3 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including Monitoring & Evaluation capacity and systems development
  • Previous experience from working in complex and volatile contexts
  • Knowledge of cash-based interventions and market-based programmes
  • Documented results related to the position’s responsibilities
  • Ability to work under pressure, independently and with limited supervision
  • Ability to meet deadlines in multiple tasking environments
  • Ability to engage and motivate staff in a challenging program area
  • Good coordination skill
  • Experience in emergency interventions
  • Experience with field level coordination with Humanitarian agencies, UN organizations, INGOs, Donors and authorities    

Context/ Specific skills, knowledge and experience:

  • Experience from working in IDP /refugee related programmes
  • Experience with and knowledge of principles and current approaches to Monitoring and Evaluation in relief and development programs, using both quantitative and qualitative methods
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
  • English language proficiency (speaking, reading, writing)
  • Fluency in Dari and Pashto
  • Computer skills, including MS Office (Word, Excel, Outlook) as well as PowerBi
  • Knowledge of digital data collection platforms (KoBo, CommCare, Ona)
  • Knowledge of designing form on KoBo platform

Education:

  • Minimum of a university degree in social science, economics, rural development or in other related fields. Prior experience with monitoring and evaluation is required
