About Dutch Committee for Afghanistan (DCA): DCA has been present in Afghanistan since 1988, focusing its interventions to herders and pastoralists communities’ resilience and enabling them to achieve long-term, inclusive and equitable development. DCA is currently implementing several livestock development and humanitarian program in 15 Provinces of Afghanistan. In 2021, we were able to benefit more than 586,000 vulnerable Afghans in building their resilience. DCA’s mission is to reduce poverty and increase food security for the people of Afghanistan by protecting the livelihoods assets and building resilience. Our livelihoods approach sits at the nexus of humanitarian, development, and peacebuilding, and focuses on building resilience in a conflict-setting. DCA’s community driven approach is built upon four major pillars: food security and livelihoods improvement, extension, value chain development, and institutional capacities. Together, these four fields of activity constitute a powerful mix to drive our mission. Gender equality and one health (the interface between human, animal and environmental health stressing on new pandemics and epidemics such as COV-19) will continue to be our fundamental guiding principles. Project background: DCA, along with its partners, 72 livestock value chain companies and the grassroots communities has been engaged in building the livestock market systems development in the last 3 decades. This project will focus on inclusive livestock value and supply chains (specifically small ruminants’ inputs and their byproducts) from the grassroots to district, provincial and national levels. Our recent survey indicated that the demand for livestock inputs and final byproducts such as carpets, and entrepreneurial skills among the communities in the project targets is growing. Through implementation of inclusive value chains at each level of the production and marketing of the products, people at high risk of vulnerability will be parts of the project. Although the products for the chain are selected based on the priorities at the initial assessment and baseline surveys, we also agree that those value chains implemented under the sister project of DAI will not be prioritized. The Goal of the project is to enhance access to livelihoods, and income using inclusive, market-driven and sustainable development to 27,471 direct and 192,297 indirect beneficiaries of the production and value chain actors through the establishment of new or already existing sales points (stop shops). With focus in 21 provinces of the Central, Southern, Northern, Eastern and Western Regions due to the potential of cashmere and wool, the project addresses livelihoods improvement and income generation through engagement of the farmers/herders and stop shops. The project maintains existing businesses along the value chains of small ruminants for pastoralists and farmers in the target provinces. DCA equips existing para-vets and the VFU networks to increase access to livestock services; increase value chains of selected products (wool and cashmere); improve supply of livestock feed through voucher systems; and organize men and women to buy products from the stop-shops using the voucher The project has 3 outcomes: Outcome 1: Increased prices of livestock products (cashmere and wool) compared to the sales price in the villages through linkages with stop-shops to pastoral and agrarian women and men in the target provinces. Outcome 2: Existing sales points and stop-shops strengthened in villages, districts, and provinces to promote access of small ruminant products from farmers/pastoralists in the target areas. Income generated for producers, sellers, and buyers. Outcome 3: The quality and quantity of cashmere and wool sold to cashmere exporters and carpet wool related businesses enhanced.
Job Description
General Position Summary:
The MEAL assistant will be responsible for baseline survey of the wool and cashmere and related inputs, continuous field visits, beneficiary profile registration using smart phone through KOBO application, reporting key findings of the field visits to MEAL unit, and monitoring and evaluating project activities across the targeted provinces/districts/villages. She/He will be responsible for the coordination of the project activities with all stakeholders at the regional/province levels.
Duties and Responsibilities
- Conduct regular field visit from the projects targeted areas, write key findings of the visit, share the findings with the senior MAEL staff for best understanding of the projects activities and making corrective decision.
- Draft and document case-study, and success stories on the project progress and achievement.
- Conduct surveys and interview (Using KOBO tools) with the assigned respondent to evaluate program activities.
- Registering beneficiaries’ profiles using smart phone and uploading them to KOBO server.
- Ensure that all activities are implemented according to plan and in line with the project objectives.
- Assist MEAL officer in preparation of weekly, monthly, quarterly and annual reports
- As a MEAL member participate and support the MAEL unit in developing M&E tools for projects in different levels.
- Undertake regular monitoring visits to ensure that the quantity and quality of the program activities being carried according to Project objectives.
- Prepare monthly wool and cashmere business progress report of the region He/She is responsible.
- Strong working relationships with management staff, communities and government departments.
- Attend meeting, with provincial project in charge, Provincial Stakeholders, Community Elders, and other stakeholders as required.
- Responsible for data cleaning and check the surveyed data for accuracy.
- Review and clean data to ensure quality, accuracy and completeness and maintenance the databases.
- Keep update all MAEL related datasets, and other relevant data trackers.
Job Requirement
- Bachelor degree in Economics, Public Policy, Statistics or related fields
- Excellent adaptability to the changing environment
- Excellent verbal and written communication skills in English, Dari, and Pashto.
- Demonstrated ability to manage multiple tasks and responsibilities.
- At least 2-3 years of experience in MEAL required.
- Experience in mobile data collection is preferable
