About Afghan Family Guidance Association |AFGA: Afghan Family Guidance Association (AFGA) is an Afghan non-governmental, not-for-profit and non-political organization established in 1968. AFGA has been working in the field of Reproductive health and Rights since its inception and has recently become an associate member of International Planned Parenthood Federation (IPPF). AFGA activities were suspended due to war and conflict in the country for ten years (1992-2002) and resumed its activities in 2002 with financial support from International Planned Parenthood Federation (IPPF). IPPF is an alliance of 151 family planning associations known as Member Associations which has projects in over 180 countries. IPPF continues to be the largest civil society provider of reproductive health information and services in the world.

Job Description

The Monitoring and Evaluation Manager is responsible to lead the M&E department staff, develop M&E strategy and plans and monitor effectiveness and efficiency of the services provided and work on solutions to improve them. He/she will also make sure that accurate data are received from Service Delivery points, entered, and analyzed properly and that the required M&E reports are generated for AFGA and its donors and stakeholders.

Main duties & Responsibilities:

Planning:

  • Develop M&E Strategy, and M&E Manual including associated forms and formats/templates,
  • Provide support in the development of projects Log Frames while developing new project proposals,
  • Create an annual, quarterly and monthly work plan for the M&E department and update regularly,
  • Update the M&E tools regularly with the guidance from the CEO and SARO/IPPF,
  • Organize baseline, midline and end line surveys through close coordination with the CEO and the program department,

Day-to-Day Monitoring and Evaluation Activities:

Design monitoring tools, data collection tools and templates and ensure that these are properly understood by M&E staff and implemented,

  • Monitor projects activities, outputs and progress towards anticipated results, prepare monitoring reports and submit to CEO and other relevant departments.
  • Regularly visiting the service points nationally and monitoring work and progress as well as quality of the services,
  • Enter the collected data from service points during and after the M&E visits into the assigned database, and analyze and interpret it for effective and efficient program implementation,
  • Innovate and improve record keeping and filling system of evaluation and statistical data,
  • Ensure availability of appropriate register, reporting formats and other monitoring and evaluation tools and ensure for timely distribution of these formats to AFGA stakeholders,
  • Provide feedback to the senior management team on the identified issues by M&E office and recommend solutions,

Analysis and Reporting:

  • Determine data analysis procedures and use of quantitative or qualitative analysis tools,
  • Clean, sort, categorize and organize data received from the service delivery points and make sure that these are properly and accurately entered in to the relevant MIS tools.
  • Develop monthly, quarterly or annual reports depending on projects requirements,
  • Disseminate evaluation findings and project results to donors and other stakeholders,
  • Develop weekly, monthly, quarterly and annual progress reports of M&E department and submit to CEO as per the agreed timelines.
  • Compile Monthly Progress Reports of all AFGA departments, submit to CEO for comments and edits and circulate the final version with the concerned AFGA staff.

Evaluations or Special Studies:

  • Conduct specific analysis or studies of projects as advised by CEO or the Board of Directors, prepare and submit the report.
  • Facilitate the accreditation and standard/ measures process together with the Program Manager and work with staff in preparation of all documents for implementation of self- assessment process,

Other Responsibilities:

  • Attend Senior Management Team (SMT) meetings, provide ideas and recommendations and assist in making decisions.    
  • Assist the AFGA relevant team in organizing the AFGA General Assembly,
  • Identify opportunities for new projects and funding through various sources and assist the CEO with resource mobilization efforts,
  • Follow established policies, procedures and objectives; continuous quality improvement initiative,
  • Participate in relevant coordination meetings of stakeholders nationally and internationally as directed by CEO.
  • Identify and solve issues that interferes in the delivery of services or in achieving the AFGA objectives,
  • Perform any other M&E related tasks assigned by the CEO.

Job Requirement

  • Master Degree in social science, Project Management, General Management from a reputable university- Medical Doctor and MBA Degree is an advantage.
  • At least have 5 years of comprehensive experience in M&E, preferably on USAID, UN funded projects, international donor-funded projects or NGOs on health programs.
  • Pashto, Dari and English languages fluency, and the ability to write excellent documents in English.
  • Should be able to travel to project sites in the provinces
