About WSTA: Watan’s Social and Technical Services Association (WSTA) is a Nonprofit and Non-Governmental Organization which was established in 1992 with the aim to provide humanitarian assistance to vulnerable Afghan communities. WSTA is registered with the Ministry of Economy under license number 352, and with UNOPS office, based on code No. WON and registration No. OPS-CR-0535. WSTA is member of ANCB and ACBAR. Since its establishment, WSTA has supported the most vulnerable and conflict affected men, women and children. We have partnered with UNHCR, UNOCHA, UNWFP, IOM, IRC, Care International, Australia Aid, Canada Fund and Relief International to provide humanitarian aid by over 200 projects implemented across 20 provinces of Afghanistan. With our headquarter in Kabul, we have 10 active provincial offices in Parwan, Bamyan, Ghazni, Nangarhar, Paktia, Khost, Paktika, Panjshir, Herat, Daikundi and active presence in Kandahar and Balkh. Currently WSTA has 400 active employees which includes 320 males and 80 females. WSTA provides livelihood, vocational training, education, shelter, water and food assistance to most vulnerable communities particularly women in Afghanistan.

Job Description

Main of Responsibilities

• Checking the layout of the infrastructure and bridge construction

• Formulate a topographic survey for project sites and be able to use TOTAL STATIONS, Geodetic GPS Stations equipment, and monitoring related aspects.

• Prepare survey data and survey reports to commence related infrastructure design

• Perform setting out works or check the setting out works based on the request of the Technical and Infrastructure Engineers or as directed

• Conducting post-construction survey and ensuring the construction/design is in accordance with the BoQ.

• Build the capacity of Surveyors in the regional offices in the use of surveying tools and able to collaborate the equipment.

Responsible to ensure surveying equipment is in good working.

• Co-ordinate with Bridge and retaining wall Design Units, and other units as applicable, to ensure dissemination of surveying.

• Be able to travel frequently to project sites for survey and provide update report regarding project continuation. 

• Weekly reporting on the progress of work to the Technical Expert and Infrastructure expert

• Timely and accurate submission of final surveying report to construction experts.

• Complete the detailed technical survey data relating to pre and post construction for project

• Be able to prepare the site topography using civil 3D.

• Selection of best location for infrastructure in the site with alignment, which meets all engineering code.

• Assist the Implementing Agency/Company in the implementation of the Environmental and Social Management Plan (ESMP), the Stakeholder Engagement Plan (SEP) and the Resettlement Action Plan (RAP);

• Perform any other duty in line with these ToR’s as required by the Infrastructure Expert

Job Requirement

Qualification and Experience 

• A bachelor’s degree in Quantity surveying, technology, civil engineering, or a related field with a focus on infrastructure, particularly schools, retaining wall, clinic, and bridge.

• Five years’ experience in the surveying, using civil 3D, covering design, supervision, and preparation of topography map, General plan and site plan.

• Prior experience on using total station, civil 3D in infrastructure projects.

• Hard working, detailed oriented, and able to manage multi-task effectively;

• Good administration and interpersonal skills;

• Ability to work effectively under pressure.

Knowledge and Competence

• Sound knowledge of computer literacy such as civil 3D, Auto CAD, Microsoft Word, Excel, and PowerPoint Presentation is required.

• Ability to determine and shift priorities quickly.

• Ability to solve practical problems and deal with variety of variables.

• Ability to take initiative to complete tasks and solve problems.

• Excellent written and verbal communication in English, Dari and Pasto languages.
