Background PIN Afghanistan’s three strategic objectives for the current planning period (2021-2022) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis affected and marginalized communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them. Job Summary: The MIS Officer is responsible for administering PIN AFGs beneficiary data management information system (MIS) that is being established to collate, clean and validate all beneficiary information in line with GDPR standards. The MIS Officers role will support accountability to beneficiaries and donors, support assurance of assistance getting to the people that need it most, and ensure accurate reporting and results measurement. Under the direct supervision of the MEAL Manager, the MIS officer is responsible for overall management of PIN Afghanistan’s beneficiary data. S/he will support programme quality through the development and maintenance of information, data management tools and systems including but not limited to; beneficiaries lists, distribution lists, training databases, assessment findings and anonymised CFRM data. S/he will support the programmes team and MEAL teams in ensuring quality data is collected, analysed and safely maintained to support project implementation, project development and organisational reporting and resilience.
Job Description
Main Responsibilities:
- Work closely with MEAL Manager and Head of Programmes to design a database to support better data management, data quality, data analysis and reporting accuracy.
- Establish data management protocols and controls that ensure management and quality of data in line with data protection policy and standards.
- Support in and contribute to the design of data management tools that enable accurate and clean transfer of data from the field level, to project level, to programme level to Mission level MIS.
- Conduct regular and accurate data entry, working with Programme/Project Teams to resolve any data issues to ensure the MIS provides accurate and timely reporting information.
- Maintenance of beneficiary data management information system.
- Continuous review of effectiveness of developed MIS to ensure continued relevance to missions needs
- Identify quality assurance techniques and tools to build efficiency in to data management at the project, programme and mission level.
- Liaise with other departments and programme / project managers to ensure all data are captured and properly stored as per PINs data protection policy and standards
- Provide support in reporting and archiving as per donor’s needs, and provide information for communications.
- Perform other tasks as directed by supervisor.
Database development
- Contribute to data and information process mapping to understand the available data, mission needs and donor reporting needs to inform the specification of the MIS.
- Contribute to discussion on design of the architecture of the MIS and develop Alpha and Beta versions of tools and system for testing.
- Work with programme team to test and inform further development into final version for release.
- Train Country Programme team on use of the MIS and work with MEAL and HOP to develop user manual.
Job Requirement
Education and Experience:
- Undergraduate degree in statistics, computer science or similar field or relevant experience
- Minimum four years of working experience in database management / MEAL
- Demonstrated experience in MIS and database management
Technical skills
- Demonstrated experience in designing, building and managing databases (Excel, pivot tables with scope to move to other Data Management Software solutions such as SQL)
- GIS capability considered to be an asset
- Demonstrated experience in data visualization tools such as Power BI or ArcGIS
- Excellent written and verbal communication skills in English, Dari and Pashto
- Demonstrated experience in data mapping
Other:
