About Company
About SCA: SCA has been working in Afghanistan since 1982 and is presently managing development programmes linked to Strategic Objectives concerning Health, Education and Community Driven Development. With a total annual, budget of roughly USD 40 million. The total number of staff is around 5,700 of whom 15 are non-Afghans. The SCA presence in Afghanistan consists of the Kabul Management Office (KMO), five Regional Management Offices and two Liaison Offices. In Sweden SCA has 20 staff working at the Stockholm Management Office (SMO) and around 3,500 members organized in local chapters all over the country. In the last 10 years, SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development.
Job Description
- Maintain quantitative infrastructure data for the M&E source of verification
- Regular supervision of the project site and coach site engineers and members of communities to implement projects as per project technical proposals. In this connection prepare a field observation report and submit to team for further project improvement
- Determines feasibility of designs considering costs, time limitations, planning, and other technical and economic factors within the CGLP, WASH, DRR and other construction projects.
- Develop forms for project survey
- To capacitate Site Engineers on engineering manuals and new accepted standards and norms
- To review and check project expenses documents and make sure they are in line with financial regulations and project norms
- To ensure environmental safeguards are taken into consideration in sub-project implementation.
- Technically assist district engineer, Site engineers and district manager to prepare sub-project proposals, quotation, contracts, and evaluations of materials.
- Finding solutions to engineering and infrastructure problems and get consultation of KMO engineering team if needed.
- Represent RDP in external meetings (Rural Rehabilitation Development and Economic Departments) when it comes to technical and engineering issues.
- Take active part in planning, budgeting, and reporting of RDP activities related to Engineering activities
- To replicate the best practices in different project areas.
- Travel frequently to the district to implement projects as well if there is need on engineering assistance. He should travel to the district at least 30% in monthly basis.
- Any other relevant technical task by line supervisor
Job Requirement
- Bachelor’s degree from recognized college or university in civil engineering with related professional field. Master’s degree in civil engineering will be preferred.
Work Experience:
- 6-7 years relevant experience, especially within an NGO, UN agencies or similar organization. Knowledge of civil engineering and engineering design, working knowledge of computer aided drafting system is a plus point. Computer skills at operator level, specialty with MS office package, Auto CAD, and emailing (outlook).

- Fluency in English and Dari and Pashto, both written and spoken
