About World Vision International: World Vision International (WVI) began emergency relief operations in Afghanistan in 2001 by addressing the urgent needs of children and families affected by natural disasters and decades of conflict. More than a decade later, World Vision Afghanistan’s (WVA) programs have expanded to development sectors such as health, nutrition, WASH, child protection, and education, empowering women to engage in civil and social change through interfaith partnership. WVA targets the most vulnerable in its interventions; including children, women, Internally Displace Persons (IDPs), and returnee refugees, as well as the most impoverished and marginalized families. These priorities have been chosen to contribute to our Goal of: “Improved survival and well-being of Afghan girls and boys, building the foundations for a better future for Afghan children and their communities.” Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.
Job Description
Job Purpose:
The purpose of the position is to support Operations and Response Director in providing strategic leadership and management to all aspects of World Vision Afghanistan (WVA) Zonal offices operations including grants, humanitarian emergency programmes, ensuring that the ministry achieves optimum impact on child well-being. As an SMT member in WVA, the Senior Operations and Response Manager is responsible:
- To foster an enabling environment in Zonal offices to ensure the successful implementation of all Grant Projects of on-time, efficient, effective, quality programmes that enable WVA to achieve World Vision’s strategic objectives.
- To ensure that WVA is accountable to all partners and that all work is of the highest standard, cost effective and adheres to standards and policies of World Vision International.
- To ensure quality standards, security procedures, risk management, safeguarding, and compliance in Zonal Office operations is followed and used by Zonal office staff in the communities with which WVA operates.
Duties and Responsibilities:
25% Ensure supportive oversights & leadership for Operational Efficiency and Effectiveness
Oversight supports: Provide strategic and operational oversight & leadership to Zonal office programme portfolio, ensuring mechanisms and tools are in place for effective/accountable implementation of all grant projects (end on time, on target, and within budget) across all funding types in line with donors and host country government regulations.
Implementation & delivery: Develop a culture of excellence with regards to the planning and implementation of projects, including periodic and targeted reviews of challenging projects to ensure completion and optimum expenditure rates.
Program Quality and Innovations: Ensure effective support mechanisms are in place to facilitate quality programmes with technical rigor and innovations/ creativities across all various sector programs implementations in accordance with World Vision’s project models and donor requirements.
Inclusion & Vulnerability: Ensure effective support mechanisms are in place to enable programmes to identify, include, and benefit the most vulnerable children, and report their impact on these children.
25% Ensure Quality Operational planning, Implementation, Monitoring & Reporting
Coordinated Planning: Ensure there are clear annual operation plans for each Zonal Office programmes and operations based on WVA strategy and operational plan. Facilitate and be accountable for the execution and monitoring of annual operation plans in alignment with WVA donor requirements.
Accountability and Empowerment: Foster a culture of accountability towards the end beneficiaries by engaging them in different program management cycles to increase ownership and empowerment and also strengthening trust and mutual respect with the aim of empowering staff to take on more responsibility and to grow field staff’s contribution to addressing challenging context issues.
Adaptive Management: Develop and implement effective systems for strategic and adaptive management, ensuring operational plans are in place and programs are able to make necessary adjustments to plans and budgets during implementation, in the interest of continuous improvement.
Reporting: Ensure all reports are high quality, developed in coordination with Program, and submitted on time to donors and support offices through relevant systems.
Safeguarding: Ensure Safeguarding standards are championed and upheld throughout operations in Zonal offices. .
25%Ensure smooth internal and external coordination that contributes operation excellence
Internal Coordination: Spearhead coordination between teams with Operations (such as Zonal Managers/Deputy Zonal Managers, technical sector leads, Program leads, MEAL, Program Support Team/ SCM and P&C) as well as with support functions to promote information sharing, joint planning, and problem solving.
External Coordination: As senior National employee, be the master for all External Coordination related issues for resolving operational challenges and extend active guidance to Zonal managers in provincial level programs to be implemented smoothly. Supports Zonal Managers to be well coordinated with external stakeholders and maintain balanced strategic relationships.
Projects Registration, MoU and Reporting: Be the champion for ensuring that all grants/PNS projects are completed timely with the Project registration, MoUs and reporting with no delay as per the host country regulations as well as humanitarian principles and standards. Ensure that all projects such legal documents are well tracked and documented for any future ref and audits not only in the Hard-copy but also in Soft-copy modality.
Technical Excellence: Ensure that all activity implementations of WV programs are made / done as per the cluster level Sectoral standards and aligned with technical standards and reporting as expected.15%
15% Foster Risk and Compliance Culture
Support the Operations and Response Director by serving in a lead role for business continuity through an integrated risk management approach, including security, financial, operational and reputation risks by developing contingency plans and scenarios for smooth operations in each Zonal Office.
Ensure all organisational policies, procedures, and compliance regulations are in place, understood, and followed by Zonal office staff. And ensure awareness of donor requirements, including the timely preparation and submission of quality narrative and financial reports for grant projects implemented through each Zonal office.
Ensure that audit reports are responded to and recommendations implemented within approved / agreed timeframes.
Cultivate an atmosphere of good stewardship, accountable ministry, and diligent compliance with internal and donor processes
Cultivate an atmosphere of trust for the creation and delivery of high quality, effective, and accountable programming with healthy burn rates.
Ensure security and risk mitigation measures are in place and in use in coordination with WVA Security and Access Manager for each Zonal office. And ensure adherence to Core Security Requirements in Zonal offices in close coordination with Senior Zonal/Zonal Mangers.
Lead the timely implementation of security recommendations. Promote a culture of security awareness and risk reduction in Zonal Offices.
10%People Management and Capacity Building
Promote high team morale, especially within highly stressful fragile contexts and environments.
Work closely with Operation and Response Director to ensure quality staff are attracted, retained, and developed to effectively work within a fragile context.
Support the Operation and Response Director to have clear and deliberate retention plans specific individual staff members and succession plans in place for Senior Zonal/Zonal Managers.
Provide needed support to Operation and Response Director to be able to Champion performance management mechanisms, ensuring full participation and quality results to promote staff engagement and a culture of excellence.
Support Operation and Response Director to romote Operations as ‘One Team’.
Be in Charge and the direct replacement for the Operation and Response Director when on leave or outside the office/country with full authority when requested to do so.
Act as mobile Senior Zonal/Zonal Manager based on Operation and Response Director’s assignment as needed to cover the gap.
Cultivate an atmosphere of staff empowerment and motivation leading to active participation in programme initiatives, lead by example, and actively engage with all staff.

Required Professional Experience
- At least 5+ years’ experience in an NGO, preferably in a development or relief context in Afghanistan
- Bear a can-do attitude with exercising positive perspective in the highly fragile / challenging context
- Good knowledge of WV as an organization and General humanitarian standards & principles
- Excellent communication skills (oral and written)
- Excellent analytical /problem solving skills and detail orientation.

Required Education, training, license, registration, and certification
- Master’s degree in a field related to business administration, public health, economics, rural development, or similar.
