Job Description
General Position Summary
The MEL Manager is responsible for providing overall leadership, coordination and technical support for all MEL aspects of all MCA programs. The Monitoring, Evaluation and Learning (MEL) Manager is a key position responsible for cross-cutting programmatic information management, monitoring and evaluation, ensuring that information collected is reflected upon, used to improve ongoing programs, and is incorporated into consistently high-quality reports and proposal development. The MEL Manager will be responsible for developing (in partnership with project staff), coordinating, maintaining and constantly improving the nation-wide M&E system, as well as training M&E staff in each office. In addition, the position holder is responsible for ensuring that the reports generated by each field office are timely and of a high quality and that the data can be validated. This will be achieved through staff capacity building and necessary training.
Essential Job Responsibilities
Lead Country-level MEL Processes and Deliverables
- Design and revise country-level MEL documents, including the overall MEL plan, learning agenda, MEL Technology and Data Security Plans, MEL with Partners Strategies, and general Standard Operating Procedures around the 15 Mercy Corps program MEL standards.
- Promote evidence driven decision making at country levels (such as senior management team meetings, portfolio reviews, program design meetings, country strategy processes, etc) by identifying and making accessible evidence generated by program (particularly indicator results in TolaData), context analysis, and other relevant sources (including secondary and qualitative data sources). Additionally as necessary conduct intentional and routine periodic learning initiatives sessions to share, discuss and use monitoring data, document and disseminate lessons learned and evaluation findings..
- Represent Mercy Corps in M&E, MEL Tech and research forums with the broader humanitarian and development community.
- Provide support to new proposal development, both solicited and unsolicited proposals.
- Collaborate closely with the Strategic Learning Advisor, HQ- or region-based MEL and research teams and research team, lead and/or collaborate with external evaluators on the design and roll out of the program baseline and evaluations, while setting up effective systems for learning.
- Contribute to Mercy Corps’ country-wide Community Accountability and Reporting Mechanism (CARM) and safeguarding work, by adapting MEL tools to support these functions, supporting these functions with relevant evidence from the MEL system, and general maintaining close coordination with the needs and interests of these functions
- Coordinate with the HR, Finance, and Operations leads to communicate the needs of MEL teammates and systems as well as understand the timelines and requirements of these departments as they relate to MEL work.
Support to Program MEL Startup, Processes, and Deliverables
- Lead or coordinate leadership on program MEL system startup until the new program MEL system can be handed over to the recruited Program Manager and Program MEL team. Startup should focus on the MEL deliverables outlined in the Award Agreement and Mercy Corps’ fifteen MEL Standards, particularly those in the program planning phase.
- Provide Technical support/supervision to the Program Manager and Program MEL team on the operation and maintenance of the program MEL system and processes, with particular support around standards that require increased objectivity and technical difficulty, including, but not limited to Quarterly Program Reflection Sessions, Data Quality Assessments, MEL components of donor reporting, developing scopes of work for external support on assessments, studies, and evaluations, and final internal program performance reviews.
- Promote the use of country, regional, or global best practices and learnings within individual program MEL systems and processes
- Oversee and support MEL documentation, both in Mercy Corps’ indicator tracking system, TolaData, and in the program file
MEL Teammate Management and Capacity Building
- Develop and oversee the implementation of a career development strategy for MEL staff, that promotes MEL competencies and a culture of learning through systematic analysis and reflection of program data.
- Actively provide mentorship and training to program and MEL teams to improve their competencies in quantitative methods, qualitative methods, information management, critical thinking, data communication, problem solving, facilitation and data literacy
- Be the technical lead on MEL teammate recruitment and onboarding, and contribute to program teammate recruitment as needed
- Lead MEL onboarding for other program and support teammates
- Organize and facilitate a MEL community of practice to bring together MEL (and sometimes program) teammates to share best practices, MEL tools, create positive connections and efficiencies across everyone working on MEL within Mercy Cortps Afghanistan. This should also be a platform for information dissemination and general capacity development and learning.

- BA/BSc or equivalent experience in a relevant field (economics, political science/development economics, statistics, sociology, anthropology, or other relevant field) with significant training in quantitative methods.
- At least seven years of relevant MEL experience with positions of progressively greater responsibilities is required. The candidate must have experience leading an M&E team
- Strong conceptual knowledge about theories of change, logic models, M&E plans, data quality assurance, facilitating learning, mobile data collection, data utilization, and resilience, gender and youth integration into MEL.
- Strong quantitative background and demonstrated expertise in designing annual monitoring surveys
- Demonstrated expertise and experience in data utilization strategies and can creatively think about active data sharing techniques.
- Experience in supporting teams to ensure quality of their M&E systems.
- Prior experience working in Afghanistan and humanitarian and/or development experience.
- Excellent verbal and written communication skills in English and Dari. Fluency or proficiency in Pashto is an advantage.
