Job Description
Procurement and Inventory Manager is a full time position that is responsible for all the management and monitoring of procurement and inventory according to PARSA policy as well as distribution of cash and reconciliation of purchase orders with assistance from the Finance Department. To perform this job successfully, an individual must be able to perform each job duty satisfactorily. Essential job duties include the following:
- Reviewing requisition for orders submitted by departments for accuracy and completeness and process purchase orders
- Requesting additional information/documentation from departments as needed and initiate changes as necessary
- Following up action to ensure transactions advances clearance are completed in a timely manner
- Updating database of payments and taxes by vender/suppliers and identified with finance department
- Coordinating tax payments according to Afghan tax law and threshold for all contracts and expenditures with Finance Department
- Managing the procurement office and staff
- Expediting and monitoring the progress of the purchasing process to ensure department needs are met and that problems related to requisitions purchase orders bids and receipts are effectively resolved in a timely manner
- Preparing documentation and correspondence related to various purchasing matters that provide accurate information to departments in a timely manner (e g. status of requisition issue dates of purchase orders bid, solicitation opening dates information required and purchasing related activities
- Preparing RFP and RFQ for sub – contracts, processing and follow up the RFPs and RFQs
- Preparing the draft contracts for major vendors, suppliers or sub – contractors with review from Finance Department
- Coordinating and conducting training classes with project staff regarding procurement and purchasing process
- Implementing PARSA’s procurement and ensuring smooth implementation of each activity according to the projects implementation and procurement plan
- Traveling to provinces with project staff to do all procurement, purchasing P.O clearance when needed
- Updating PARSA’s inventory or fixed asset register data base on monthly basis
- Verifying fixed assets quarterly with a team
- Undertaking management tasks as deemed necessary in support of rapid procurement delivery and to implement tasks as assigned by the PIM, Finance Department and Program Manager

EDUCATION, TRAINING and/or EXPERIENCE
- Bachelor in related professional (BBA/Economics) Master degree preferred
- Minimum five years’ relevant experience in procurement working with INGOs is preferred
- Management experience preferred
- Experience in drafting RFQs and RFPs
- Computer skills including the ability to operate spreadsheets and word processing programs at a highly proficient level
LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY
- Good English language knowledge in written and verbal communication and fluency in Dari and or Pashto
- Problem solving and basic counseling skills
- Good mathematical skills
- Ability to make recommendations based on analysis of procurement documents
