It has also strived to ensure that children in conflict with the law have their legal rights protected and to increase the participation of women and girls in all areas of public and private life.

Job Description

Job Summary:

The M&E Officer will be working as part of CiC’s project in Kabul Female Prison Detention Centre (KFPDC). This project aims to improve the situation in prison and simultaneously increase safety and self-sufficiency upon release. The proposed project further seeks to raise standards in the Kabul Female Prison Detention Centre (KFPDC). She has the overall responsibility for the monitoring, supervision, and evaluation of the project and will have to visit the field (KFPDC) twice a week.

Main Responsibilities:

  • Adapt tools and methodology to evaluate the projects.
  • Assist the project managers in developing work plans.
  • Collect data on all areas of Kabul justice system.
  • Provide timely evidence-based reports in line with the project activities, with a focus on Afghanistan's justice system.
  • Assess the effect (positive or otherwise) of reintegration and rehabilitation efforts in Afghanistan. This will be done both through data collection and through research into the wider field in the country.
  • Conduct a Cost-Benefit Analysis of forms of Alternatives to Incarceration.
  • Manage the data collecting staff for INL-KFPDC project.
  • Develop M&E frameworks for the projects.
  • Ensure that M&E findings are reflected and their recommendations are incorporated in future concept notes, proposals and implementation plans.
  • Contribute to the analysis of data and reporting and presentation of findings.
  • Develop a good working relationship with KFPDC management and staff, social workers, parents, female and children.
  • Design and implement monitoring and evaluation tools to collect the data required.
  • Provide monthly reports to the Project Manager on findings.
  • Consult regularly with the Project Manager on the process of data collection.
  • Keep records of any visits, phone calls or emails used when collecting evidence.
  • Attend monthly meetings and meetings arranged by the Project manager.
  • Ensure that all activities are implemented according to the monthly activity plan and in line with the project objectives.

Job Requirement

  • University degree in relevant field
  • Two years’ prior experience of monitoring and evaluation, survey implementation or research.
  • Excellent analytical ability
  • Experience of report writing, Data management/analysis skills
  • Fluency in English and Local Language(s)
  • Excellent written and oral communication skills (English and local languages
