About Rural Rehabilitation Association for Afghanistan (NPO/RRAA): About NPO-RRAA: Background: Norwegian Project Organization - Rural Rehabilitation Association for Afghanistan (NPO-RRAA) is a non-profit, non-governmental, and non-political NGO established in 1990. The head office of the organization is located in Kabul, Afghanistan and delivers humanitarian services in the sectors of WASH, Good Governance, and Livelihood through its regional offices in Mazar, Herat, Jalalabad, and central zone in a decentralized manner. WFP is a voluntary donors’ funded agency that provides food assistances in the form of food commodities and cash-based transfers (CBT) to the most vulnerable people of the community. WFP does not directly implement projects; in fact, it provides funds to its cooperating partners (CPs) that are mostly national and international NGOs, and in some cases UN agencies and government departments. These Cooperating partners are responsible for the implementation of its projects in the field. WFP’s food is transported to distribution sites by both its own fleets as well as commercial transporters contracted by WFP. WFP takes the responsibility to ensure that right quantity and quality of food commodities are delivered on time to various distribution sites identified and designated by the Cooperating Partners. Where cash transfer is the food assistance modality, WFP engages the service of Financial Service Providers (FSP) who are responsible to disburse cash to targeted beneficiaries. WFP implements over 200 lifesaving and livelihood projects throughout the 34 provinces of the country every year. For the successful implementation of the projects, WFP requires unrestricted and unimpeded access to visit projects’ sites in order to conduct projects’ assessments, beneficiaries’ verifications, activity/progress monitoring, distribution monitoring, post distribution monitoring and the like. However, due to the insecurity across the country and the restrictions imposed by the UN security on UN agencies, WFP employees are not able to access all the projects’ sites to oversee its projects’ implementation. It, therefore, contracts with Third-Party Monitoring (TPM) service providers to conduct the cited activities in areas that are not accessible for WFP staff. WFP has contracted NPO-RRAA as Third-Party Monitoring service provider to monitor WFP’s projects implemented by its cooperating partners (CPs) in Badghis, Farah, Ghor and Herat provinces.

Job Description: Field Monitor
Field Monitors are mainly responsible for the field visits of the relevant districts of the province. The Field Monitors are primarily assigned and deployed within the relevant districts of the province for which they have been selected initially; however, when required and during emergencies, they may be assigned and deployed to other provinces of the relevant field office or cluster. In case, they are required to stay overnight outside of their duty station in any of the districts, they will be paid daily substance allowance (DSA) as per organizational scale.
Main Duties and Responsibilities
Under the direct supervision of the Team Leader and the general guidance of the Cluster Coordinator, the field monitor has the following duties and responsibilities:
- Conduct gender responsive assessments including pre-project assessments and emergency needs assessment of populations affected by natural disasters or conflict (internally displaced populations) and engage communities including women.
- Conduct beneficiary verifications of different programme activities i.e. emergency response, seasonal support, vocational skills training etc.
- Conduct and coordinate activity / progress monitoring, distribution monitoring as well as post distribution monitoring for both food and cash-based transfers of all WFP project activities, in close collaboration with the WFP Field Office and stakeholders i.e. CPs, FSPs, government authorities, communities, etc. and come up with timely and quality monitoring checklists submitted in KOBO and MODA (WFP Corporate Data Collection Tool).
- Collect data for programme support including but not limited to food security assessments, market food prices, gender, Protection and Accountability to Affected Populations, nutrition surveys etc.
- Follow up the issues identified during the previous monitoring or site visit(s) that required follow up and further actions and make sure that they are taken up with the relevant stakeholder i.e. CP, FSP, etc. and make sure that they are settled and resolved before becoming a bottleneck to the project.
- Under the general guidance of the Head of the Field Office and VAME focal point at the Field Office, liaise with local authorities and communities on behalf of WFP on matters pertaining to WFP food assistance programs and represent WFP in all provincial meetings which WFP staff cannot attend.
- As requested by WFP and under the guidance of the Head of the Field Office, VAME focal point and Compliance team, conduct verification of compliance cases such as: food/cash diversions, misuse of WFP resources, etc. and follow up of Hotline cases and come up with timely and realistic reports.
- Assist the WFP field offices and cooperating partners in encouraging women’s access to economic skills development and sensitizing public opinion on gender issues and gender focused activities.
- Visit Cooperating Partners’ storage facilities and distribution points (hospitals, schools, etc.) and inspect these sites according to WFP’s food management standards. Technical advice on warehousing and food management should be provided to the stakeholders to build their capacity on proper food management.
- Identify relevant issues in the field and report them to his/her direct supervisor(s), VAME focal point and relevant SO mangers at the field office.
- Oversee the process of SCOPE (WFP Corporate Beneficiary Registration Platform) registrations and transfer management and support CPs when required.
- Perform any other duties as assigned by WFP Field Office.

Qualifications:
- Education: University degree in one or more of the following disciplines: economics, agriculture, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance.
- Experience: At least three years of progressively responsible experience, of which at least one year was closely related to programme functions.
- Basic understanding of and ability to formulate activities at the community level, follow up on their implementation, monitoring and reporting.
- Demonstrate ability to negotiate access at the community level and throughout the different provinces where support is required.
- Awareness of gender issues and minimum knowledge of gender mainstreaming techniques.
- Ability to speak fluently in Afghanistan’s local languages i.e. Pashto and Dari.
- Ability to communicate (written and verbal) in English.
- Ability to collect data and prepare clear and concise narrative reports in English.
- Ability to travel extensively in the relevant region, with strong contact networks focused on difficult-to-reach areas.
