Job Description
- Summary of Key Functions:
Internal Audit Officer is responsible to assist the Internal Audit manager for providing independent, objective assurance and consulting activities designed to add value and improve the operations of CARE International in Afghanistan. She helps CARE Afghanistan accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control and governance processes through her contribution to the internal audit team. She will work closely with Audit Manager on conducting independent audits and consolidating audit observations to be presented in Audit reports. She will assist Audit Manager and Audit team in accomplishing audit objectives by reviewing below key areas:
- Effectiveness and efficiencies of the operation.
- Compliances with rules and regulations
- Reliable financial reports and management
- Safeguarding of CARE’s Assets and property
- Key relations: Internal Audit Department, Provincial offices, Program and support staff and External Auditors.
- Duty Locations: Kabul Main office and should be able to visit country sub offices and its partners when required (accompanied by mahram).
- Key Results Expected
- Reviewing internal controls around cash and bank management by conducting cash counts and bank reconciliation and reporting to the Internal Audit manager and Management on proper cash Management System.
- Supporting Internal Audit unit in making sure the effectiveness and efficiency of internal controls around CARE operations.
- Reviewing financial and procurement transactions/ vouchers to make to confirm policy compliance.
- Conducting surprise stock and inventory checks and reporting results to Audit Manager.
- Monitoring the Country Office compliance program and reporting recommendations to the Internal Audit manager.
- Follow up of the Internal Audit reporting on a regular basis on the progress of implementation of recommendations.
- Keeping track of Internal and external audit recommendations tracker.
- Assisting Internal Audit Manager and the team in coordinating internal compliance review and monitoring activities, including periodic reviews of departments and projects.
- Assisting in internal audit plan execution.
- Participate in fraud investigations whenever required.
- Assist the Audit team to ensure timely completion of internal audit engagement.
- Any other task assigned by the manager.

Job Specification
Education: A postgraduate degree or equivalent qualification (Economy, Accounting and Management).
Work Experience: 3 years experiences in Internal or external Auditing.
Languages Skills: Fluency in written and spoken English, Dari and Pashto languages.
