Job Description

  • Manage third-party monitoring component of activity, including data collection, processing, analysis, and reporting, and staff training
  • Supervise up to six direct reports and additional subordinate staff
  • Assist in the development of USAID portfolio-wide M&V plan including the specific parameters of site visits, asset verification, and data collection for each of the selected USAID projects
  • Conduct assessments and studies of project impact
  • Manage implementation of M&V plan and participate in site visits as necessary to capture and analyze data in a timely and accurate manner
  • Conduct baseline surveys followed by periodic surveys to track progress
  • Provide feedback to USAID managers on project shortcomings and recommendations for improving project implementation and impact
  • Manage entry of Afghan Info data on a quarterly basis

Job Requirement

  • Bachelor’s degree in international development or relevant field required, master’s preferred
  • A minimum of five years of experience in managing the M&V needs and activities associated with development and/or humanitarian projects in complex environments
  • Willingness and ability to visit project sites in insecure operating environments throughout Afghanistan
  • Familiarity with evaluation methodologies preferred
  • Knowledge of USAID performance monitoring guidelines and rules (ADS 203)
  • Strong English writing skills and speaking ability, fluency in Dari and/or Pashto languages required
