Job Description

Purpose of the Job:

To perform the independent monitoring (Quality Assurance) of the Rural Water Supply Projects (RWSP) throughout Afghanistan.

Scope of Work:

The Field Monitoring Engineer should establish close collaboration with the MRRD/PRRD, NTA and establish Operation & Maintenance (O&M) Committees and Water Management Committees (WMC) for each water supply system in rural and urban areas as per the program document considering the technical manual of MRRD, Sphere Handbook and should train mechanics for each water supply point or system as per the expected agreements and manuals. The purpose of this job is regular monitoring of the WASH Projects funded by UNICEF and implemented by MRRD and NNGOs/INGOs in Afghanistan.  S/he will mainly be assigned to monitoring and quality assurance of WASH projects in the communities. The Field Monitoring Engineer will regularly monitor every WASH project minimum of 4-5 times, but the visits may increase based on the complexity of the project. The job incumbent will coordinate the monitoring activities with the Senior Field Monitoring Engineer and will regularly report to the Senior Field Engineer on regional level. S/he will be in-charge of the technical aspects of Monitoring activities as well as reporting and documentation processes.  S/he should ensure the proper and quality implementation of WASH projects in the respective provinces.  

General Roles and Responsibilities:

  • Ensure strict adherence to the ORD’s related policies, tools, and guidelines.
  • Management of the WASH team on provincial level.
  • Attending WASH cluster and all other WASH related meetings on provincial level, as deemed necessary.  
  • Implement delegated WASH project portfolio according to the action plan.
  • Prepare and develop status reports as required by the management.
  • Ensure proper filing of documents.  
  • Promote and share ideas for technical improvement.

Specific Roles and Responsibilities:   

The following responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of program intervention. This section shall be revised whenever a new employee is hired or the context changes significantly:   

  • Have a full understanding of all programs’ goals, objectives, implementation plans, and expected result/output.
  • Manage all phases of the WASH activities including but not limited to, beneficiary selection, project planning, field monitoring, and project implementation & evaluation.
  • Implement technical direction and ensure high technical quality of the projects.   
  • Leading of WASH Monitoring Team on site. 
  • Participate in ORD staff seminars and trainings, or other training workshops when scheduled.  
  • Work closely with all WASH projects stakeholders.   
  • Provision of the monthly plan for his/her team. 
  • Provision of on-the-job trainings to technicians of the rural water supply projects.
  • Keeping on track recording of training data and program documents.  
  • Participate actively in project coordination meetings.
  • Closely coordinate his/her activities with the WASH Senior Engineer in zone level and Project Manager. 
  • Assist WASH Project Manager in planning, organizing, facilitating, and monitoring projects.   
  • Preparation and compilation of the WASH reports.
  • Within the scope of work, shoulder any other tasks assigned by the Project Manager.

Job Requirement

  • Bachelor degree in civil, construction, or hydraulic engineering.
  • Minimum 5-6 years of professional experience in the implementation and monitoring of WASH projects or construction of infrastructures and buildings.
  • Familiarity with the technical surveys, structural and hydraulic calculation, supervision of construction project, cost estimation, overseeing project implementation.
  • Operating and application of AutoCAD particularly the 2D drafting, MS Office packages with advanced MS Word and MS Excel operating skills.
  • Previous experience in managing teams’ onsite or management positions is an asset.  
  • Previous experience from working in complex and volatile contexts. 
  • Technical WASH expertise, knowledge of the humanitarian/recovery context is an asset.
  • Documented results related to the position’s responsibilities.
  • English knowledge and reporting

  • Demonstrated experience in conducting rapid emergency assessments in projects.  
  • Manage time effectively, prioritize tasks and be able to meet deadlines.  
  • Good cultural, social, political, and security knowledge of the area.  
  • Manage and monitor construction activities.  
  • Experience in designing/developing water networks and sanitation systems. 
  • Proven communication, interpersonal and negotiation skills. 
  • Ability to work productively and maintain effective performance in periods of high stress and workload.  
  • Be innovative and creative thinker and can work confidently within a group. 
  • Able to act on initiative, identify opportunities and proactive in putting forward ideas & solutions.  
  • Able to decide what steps are needed to achieve particular goals and then implement accordingly.
  • Be willing to travel throughout the districts and other provinces, this is primarily a field position and will require physical activity in a range of demanding natural environments and conditions.
