Job Description

DUTIES AND RESPONSIBILITIES:

The Community Resilience and Livelihoods Project provincial Manager in general will be responsible for the overall management of the project including planning, organizing, implementation, coordination and reporting of the project in one of the following provinces; Herat, Faryab, Samangan, Saripul provinces & Mazar-e-Sharif city.

  • Build effective working relationships with relevant line departments and authorities.
  • Support the Team leader/Manager to establish, align, coordinate and monitor annual, quarterly and monthly work plans and budgets;
  • Ensure implementation and use of tools and processes for timely measuring and documentation of qualitative and quantitative project performance against work plans and budgets, logical framework, contracts and MoUs, on a regular basis;
  • Prepare provincial project works plans and approve district work plans, and regularly follow up the work plans in team meetings.
  • Monitor Project activities through regular field visits, ensuring quality control and compliance with Project operations manual.
  • Ensure that CDCs are linked with line departments, NGOs, and other stakeholders.
  • Organize weekly office meetings and ensure meeting minutes are prepared and shared with the team leader/Manager.
  • To be responsible for overall performance and management of provincial staff to deliver project activities, ensure program quality, program  impact and its development.
  • Set in place a monthly progress review and planning mechanism for the project team, which will be followed though detailed monthly activity plans.
  • Provide support and facilitate capacity building of local community institutions and local government in order to enhance their understanding.
  • Lead recruitment, induction, training, coaching, support and performance management of provincial personnel to ensure they are qualified, trained, motivated and collaborate to meet the highest professional standards.
  • In close coordination with HR, coordinate effective line management and capacity building of project staff.
  • Lead the planning and implementation of project activities , ensuring consistently high quality implementation, accountability, transparency, compliance, and reporting;
  • Monitor proper utilization of the project budget on monthly basis.
  • Prepare project procurement plans.
  • Ensure regular and effective coordination is in place with provincial stakeholders.
  • Any other tasks assigned by Team Leader/Manager or Director General.
  • Further duties will be elaborated in Job Description once the project proposal is evaluated successfully.

Job Requirement

QUALIFICATION AND REQUIREMENTS:

EDUCATION:  At least Master degree in in relevant field (social science, Public Administration etc…)

WORK EXPERIENCE:        7 Years’ experience in citizen charter project and

Experience in senior management capacities in large community development projects.

Experience working for Community-Driven Development projects in Afghanistan or similar environment.

SKILLS:

  • Fluency in written English and demonstrated ability to write and lay out high-quality documents,
  • Knowledge of Dari and Pashtu is compulsory.
  • High-level proficiency in office applications, including spread sheets, word processing, PowerPoint, and Outlook.
  • Excellent conceptual and analytical skills able to distil key ideas with clarity and precision.
  • Strong organizational and coordination skills, able to work with significant levels of autonomy, manage personal priorities and meet tight deadlines.
  • Resilience to live, travel and work in isolated and possibly insecure locations.
  • Flexible and dynamic with the ability to deal with difficult, often ambiguous and challenging situations and creatively solve problems.
  • Clear and firm commitment to the rights, equality, role and empowerment of women, minorities and persons with disabilities.
