About Turquoise Mountain: Turquoise Mountain is an INGO which was founded in 2006 and works in Afghanistan, Myanmar, and the Middle East to revive traditional skills to create jobs, skills and a renewed sense of pride and to support communities with health and education services. The charity has set up the Institute for Arts and Architecture in Kabul, the first internationally accredited vocational institution of its kind in Central Asia, training hundreds of artisans. The institute sits amongst over a hundred private houses and is surrounded by a community that is served by a clinic and primary school that were established as part of the regeneration of Murad Khani in Kabul’s old city. Turquoise Mountain recognizes the value in a holistic approach that integrates health, education, and livelihoods and which provides assistance not just to artisans but also to the wider community. Turquoise Mountain’s Ferozkoh Family Health Clinic (FFHC) has been a significant element in the restoration of Murad Khani in Kabul. FFHC is an urban clinic offering community-oriented primary health care and training in family medicine. It specializes in maternal-child health and community health outreach. Its’ mission is to develop a model of urban primary healthcare that is sustainable, affordable, accessible, continuous, comprehensive, and integrated with other health services in Kabul.
Job Description
- Undertake procurement of goods, works and non-consulting Service for Turquoise Mountain (TM) in accordance with TM’s Organizational Policies and Procedures.
- Supervise bidding evaluation process and assist other members of the evaluation team to ensure a timely and standardized evaluation process for all bids, quotations, and proposals.
- Prepare bid and procurement documents including but not limited to Purchase Request Forms (PRF), RFPs, RFQ and Evaluation Reports.
- Develop and maintain a good filling system (electronic and hard copies) for the procurement department.
- Assist chief Operations Manager in negotiations with bidders and suppliers.
- Establish, maintain, and update a database of suppliers and vendors and maintain good relationships with them.
- Support the Chief Operations Manager with the preparation of Annual Procurement Plans, Bid Evaluation Reports, updating of existing Procurement Policies and other administrative aspects of the department.
- Ensure best Value for Money (VfM) is achieved with TM funds and that all purchases are made in a transparent, accountable, and competitive manner.
- Prepare and record all procurement related documents including comparative statements, Purchase Order, Good Received Notes, quotations, etc…
- Conduct market assessments and identify potential suppliers.
- Visit the market and ensure timely purchase of office supplies including but not limited to kitchen supplies, stationery, fuel, medicines for the health clinic, construction materials and other items needed for the operation of the TM country office.
- Support Chief Operations Manager in managing contracts including but not limited to planning, performance management, risk management, and administrative support.
- Review, negotiate and update existing contracts with suppliers to ensure advantageous terms and savings for TM.
- Be aware of all donor compliance issues and ensure that procedures are fully compliant with donor regulations and TM policies.
- Get cash advances on weekly/monthly basis from the Finance Department and provide the invoices, prepare the vouchers, and clear the advances after completion of procurement processes.
- Ensure that all supporting documents are obtained and kept for internal reports and external auditing purposes.
- Perform any other tasks as assigned by the operations Manager.
Job Requirement
- Bachelor’s degree in Business, Finance, Economics, or Supply Chain Management. Master’s degree in related filed is preferred.
- With bachelor’s degree, at least 7 years’ relevant (procurement / contract management only) experience working within professional office environment (NGOs or Donor Funded Projects). With a master’s degree with at least 5 years of same experience.
- A certification in procurement, supply chain or contract management is highly desirable.
- Familiarity with compliance / working with donor requirements is an advantage.
- Good report writing skills.
- Good command on English and fluency in Dari and Pashto
