About Company

About IOM: Under the administrative supervision of Head of Sub-Office and technical supervision of Resource Management Officer (RMO), Administrative and Finance Assistant is responsible for providing administrative and finance support to results-oriented, effective, efficient and accountable implementation of IOM activities in the province of Balkh.

III. Responsibilities and Accountabilities:

Administrative:

  • Assist HSO with day to day running of the office.
  • Assist in management and handling of HR related matters; General HR functions including Recruitment and selection, record, and control attendance (timekeeping), insurance management, staff benefits, staff evaluation, retention, promotion, and separation of staff in accordance with IOM rules and regulations.
  • Maintain proper filing system and ensure that documents are submitted to IOM Kabul in a timely manner.
  • Maintain the inventory of fixed assets and ensures safekeeping of them.
  • Assist with the collection of offers for selection of services, venues etc., in line with IOM procurement rules.
  • Provide support related to the logistics and organization of travel: assist with preparation of travel authorizations and facilitate timely submission of staff’s Travel Expense Claims.
  • Verify of mileage log and gasoline consumption for office vehicles and issue reports as required.

Finance:

  • Prepare sub-office monthly funding requests and assist in monthly closure of accounts.
  • Ensure that financial transactions have appropriate supporting documents and are duly authorized before they are processed for payment and recording.
  • Serve as a cash custodian, ensure safe keeping of cash and prepare daily cash flow reports.
  • Provide support in day-to-day implementation of projects.

General:

  • Support full compliance of administrative and financial activities with IOM financial policies and regulations.
  • Any other responsibilities as assigned by Supervisor.

V. Education and Experience:

  • Completion of secondary education is required with professional/university level courses in Accounting and Finance/Business administration considered as an asset.
  • A minimum of 4 years of relevant professional experience or 2 years for candidates holding bachelor’s degree.
  • Demonstrated knowledge of accounting and procurement cycle.
  • Demonstrated knowledge and skills with Microsoft Office products: Excel and Word.
  • Professional certification as Chartered Accountant or Certified Public Accountant is an advantage.

VI. Languages:

 Fluency in English Dari and Pashto (oral and written)
