About ANCC: Afghanistan National Re-Construction Co-ordination (ANCC) is professionally managed committed Afghan, nongovernmental, non-political and nonprofit development oriented organization. It was established in 1994 to meet the dire needs of vulnerable Afghan refugees and internally displaced families at the time of civil war and factional fighting followed by Soviet Union’s invasion of the country and troops withdrawal in early 1990’s. Earlier it was registered with UN coordination body for Afghanistan in Pakistan. Presently, ANCC is registered with Ministry of Economy under registration number 117. Its main area of work is community development with participatory approaches. ANCC head office is located in Kabul and operating in the central, southwest, west and east regions of the country.
Job Description
Introduction to the project:
The Afghanistan Community Resilience and Livelihoods Project is a new initiative of the World Bank and the Afghanistan Reconstruction Trust Fund (ARTF) with the objective to provide short-term livelihood opportunities and deliver urgent essential services in rural and urban areas. The Project has a total budget of US$ 265 million and aims to cover an estimated 1 million households (approximately 7 million people) as direct beneficiaries for its livelihoods and social grants components, and a total population of around 9 million people in the same areas as beneficiaries for the services generated. The United Nations Office for Project Services (UNOPS) is the main Implementing Partner (IP) of the project.
The project has the following four components:
Component 1: Emergency Livelihoods Support and Services in Rural Areas ($141 million). This component will provide assistance in the form of cash-for-work and support for the rehabilitation of small-scale basic infrastructure services in around 6,450 rural communities in around 25 provinces, benefitting an estimated 6.8 million people.
Component 2: Emergency Livelihoods Support and Services in Urban Areas ($65 million): This component will provide livelihood opportunities for unskilled and semi-skilled labor and respond to urgent service delivery needs in urban areas through small-scale Labor-Intensive Works (LIWs) in 8 cities, benefitting an estimated 2.5 million people.
Component 3: Social Grants for Women and the Most Vulnerable in Rural and Urban Areas ($18 million): Vulnerable households (such as female headed households and households with disabled persons) who are unable to participate in the paid labor under Components 1 or 2 will be targeted using social grants. It is estimated that a total 132,000 such households will benefit from this Component.
Component 4: Strengthening Community Institutions for Inclusive Service Delivery, Especially for Women ($27 million). Underpinning the interventions in Components 1,2 and 3, this Component will provide assistance to build the capacity of Community Development Councils (CDCs) and other local community institutions by supporting NGOs’ activities related to community mobilization, planning, implementation, monitoring, and training on a variety of topics. Working with CDCs will be especially important as an entry point for supporting women, safeguarding some of the critical gains made over the past 18 years and providing a safe space for women to meet. Supporting CDCs will also build strong accountability mechanisms at the community level for monitoring of activities and resolving grievances
Duties & Responsibilities:

- Plan, Manage and coordinate over all training activities of project staff at provincial and national level
- Attend all training sessions held by client and other partners to strengthen the performance of ANCC and partners staff in facilitating ACRLP implementation.
- Support the implementation of project through building the capacity of and supporting ANCC and partner staff to effectively implement the training modules included in the operations manual.
- Conduct/ Facilitate training workshops to project team if needed.
- Train newly recruited staff about ACRLP and the modules included in the operations manual, undertake training needs assessments for ANCC ACRLP existing staff in coordination with Provincial Team, and develop & organize on-the-job refresher training to address any gaps and build capacity.
- Develop mechanisms that lead to enhanced capacity amongst citizens for collective action, enabling them to raise their voices and engage with and hold government staff and other social actors accountable.
- Evaluate regularly the impact of all conducted trainings.
- Undertake regular field visits for monitoring of ACRLP training sessions and support for field staff.
- Collect data/information about specialized training resource persons, courses, modules (inside and outside ANCC) through collaboration of the CO training department.
- Develop a data base and filling system to keep records of all training institute, training conducted or attended by staff at provincial and national level.
- Incorporate training evaluation findings in the information hub.
- Act as an information bank on staff development and provide information to the concerned persons as and when solicited Performs other related job duties as assigned
Job Requirement
- Bachelor’s or higher degree in education, sociology or relevant
- At least 8 years of working experience in Afghanistan
- Work in senior advisory or management positions in large urban/rular economic development projects for a minimum period of 5 years.
- Strong knowledge in MS Office is a must
- Strong knowledge in internet/email writing
- Fluent in English, Pashto and Dari languages (speaking, understanding, writing)
Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analysis.
