About Rural Rehabilitation Association for Afghanistan: Rural Rehabilitation Association for Afghanistan (RRAA) is a non-profit, non-governmental, and non-political NGO established in 1990. The head office of the organization is located in Kabul, Afghanistan, and delivers humanitarian services in the sectors of Civil Society, Health and Livelihood through its four regional offices in Mazar, Herat, Jalalabad, and the central zone in a decentralized manner.
Job Description
The position carries leadership and managerial responsibilities. The Regional Manager is responsible for effectively managing the overall activities of RRAA in the north region. Responsible for keeping effective and regular coordination with head office, ensuring application of policies and procedures, leading and directing regional staff members, provides technical advice and consultations to staff. On behalf of the organization, the Regional Manager signs project contracts with local donors, and signs partnership agreements with National and International NGOs/agencies. Maintain communication and coordination with all stakeholders in the region.
Duties and Responsibilities:
Program/project management Responsibilities:
- Oversees the planning, implementation, and coordination of all activities with stakeholders
- Advise the project management team in the proper implementation of projects, reporting to the donors, and following donor’s requirements.
- Oversees and ensures regular security analysis in the regions and advises on proper actions by the team. Makes sure HQ is informed of changes in the security of the region, particularly in the project locations
- Ensure project and program contracts are properly reviewed and understood by the project managers and contractual obligations are met on time and efficiently.
- Monitors project activities, identifies problems and challenges, and take necessary actions in consultation with HQ in order to resolve those problems
- Ensures the provision of required assistance to donor organizations when they conduct project evaluations and monitoring in their relevant region
- Ensure provision of on-time feedback to donors’ inquiries
- Manages the challenges and problems faced by the local authorities with regard to project/programs
- Ensures qualified and capable project staff are assigned to projects/program
- Responsible for all agreements and negotiations with local authorities on behalf of RRAA.
- Ensures proper coordination and communications are maintained with local authorities, donors, NGOs, communities, and other stakeholders in their region.
- Represent the organization in the donor meetings, public/government meetings, and NGOs coordination meetings
- Ensures an effective donor reporting mechanism is in place. Monitors reporting to the donors, quality, and standard of reports and meeting the datelines set based on the project contract.
- Ensure donor and local government queries are responded to on time.
- Ensure cluster meetings are attended, and the decision is communicated with the Head Office
Administrative Responsibilities:
- Ensures weekly, monthly, quarterly, and annual reports are submitted on time
- Monitors the day-to-day administrative affairs and ensures the smooth running of the regional and provincial offices in the north.
- Monitors the process of recruitment in the region. Ensures new recruitments are done in full compliance with organization HR policy.
- Monitors staff development and training needs assessment and ensures the provision of effective training orientations to the new staff. Ensures arrangement of internal capacity buildings, provision of on the job training, and provision of external training opportunities in order to enhance the competencies of staff
- Monitor internal meetings, get updates from staff members, provide the required consultations and make follow-ups.
- Monitor the records management and ensure that records (reports, proposals, project contracts, concepts, etc.) are kept well and accessible.
- Monitor the process of procurements and ensure procurements are made in compliance with the organization's policies and procedures.
- Ensure up-to-date financial and accounting records are kept and available. Proper planning (allocation) and utilization of funds, proper verification and monitoring of expenses, and proper cash in hand management including the security of cash kept in the office. Maintain proper internal control system.
- Searching for new local donors, conducting meetings, and introducing RRAA to the new donors for possibly securing project funds.
- Responsible for conducting project assessments, and developing project concept notes and proposals
- Implement the organization policies, manuals, and procedures in the north regional office as well as in the provincial offices.
- Any other tasks assigned by the line manager.
Job Requirement
- Master degree in Business Administration, public policy, and administration is preferred
- At least 8 years of working experience in the management field with NGOs
- Ability to develop concept notes and proposals
- Excellent written and verbal communication in English, Dari, Pashto
- Excellent knowledge of computer
- Familiarity with HR, Admin, Procurement, and Finance affairs
- Problem-solving ability and skills
- Familiar with the context, culture, and sensitivities in the north region
- Excellent management, leadership, communication and coordination skills
