About Afghanistan Libre: Afghanistan Libre is an international NGO founded in 1996 by Chékéba Hachemi in response to the deterioration of women's rights under the Taliban regime. The priority objectives of Afghanistan Libre are to facilitate girls' and women's equal access to education, health care, and vocational training in Afghanistan to ultimately facilitate their socioeconomic independence. We focus our efforts on remote rural areas that receive little assistance, areas where an estimated 75% of Afghan women live, and where they struggle the most to access essential services. Afghanistan Libre operates in Paghman district (Kabul province), Panjshir province and Parwan province. Afghanistan Libre has reached more than 300,000 beneficiaries since 1996.

Job Description

Overall responsibilities are to undertake and monitor logistics works associated with (AL) logistics management relevant workers on how to operate, to ensure that all logistic matters are dealt with in accordance with organizational standards and policies, this include weekly, monthly activities reports to the immediate supervisor. Logistics Officer is in charge of Three main areas (asset management, procurement and fleet management) controlling and manages and deliver all required actions and qualification. He also supports the logistics unit in daily operation activities.

Specific objectives include, but are not limited to:

Asset Management:
Keep up to date the Inventory list of AL in country level.
Conduct timely physical count of inventory and make update reporting.
Maintain proper filing system.
Closely work with Finance and Admin Manger to monitor the stock and build up good controlling system.
To ensure proper utilization and maintenance of AL’s Assets/ Inventories.
To ensure legitimate use of office equipment and arrange timely servicing.
Ensure physical facility for storage of materials, tools & equipment’s in the stock of office
Coordination and monitoring on regular base the cleanliness of facilities and the condition of stored commodities, goods and materials.
To ensure that all assets are properly inventoried based on the standard format of AL.
Effectively manage the fleet and the drivers.
Control and manage the cost of the fleet (Fuel, Maintenance and repairs).
Keep update the registration of the vehicles with traffic departments.
Provide good plan for AL’s transportation and the driver schedule.
To ensure the AL vehicles are using in proper way.
To ensure the vehicle equipment’s are in right place and in good conditions.
To ensure timely and safely transportation for all staff.
Any other tasks assign by Supervisor.

Procurement
In accordance with procedures, responsible for ensuring appropriate authorizations and documentation for procurement activities in the country level.
Implement AL procurement policies and procedures, adhere to them and ensure proper use of them and all related standardized forms and formats.
Keep up to date the procurement tracking sheet, price list and vendor list of AL.
Ensuring the procurement activity are carried out within policies and producers mentioned in AL Operation Hand book and AL Procurement Manual.
Develop procurement plan for new project and annual procurement plan.
Find out potential supplier to deal with them.
Closely work and coordinate with finance department for payments of suppliers. Any other tasks assigned by supervisor.

Administration and filing
Ensure a proper filing system of logistics documents.
Support logistics documentation in case of audit.
Ensure information flow with relevant departments.
Performance of logistics section administrative affairs.

Exchanging of emails with HQ under the direction of Country Director

To participate in meeting for translation under the direction of the Country Director

Translating of Dari Paragraphs to English

Key Responsibilities:
Assist other team members within the work group to achieve maintenance and/or other directive related to the position and to take proper care of work, tools and equipment.
Demonstrate a commitment to quality assurance for all works undertaken and to observe polices procedures and occupational health and safety regulations of work place.
Conduct good coordinating and communication with other AL member and supply on time the requirements of them.

Job Requirement

High School degree or BA in Business Administration. With a relevant combination of academic qualifications and experience in areas such as transport or logistic operations/management, supply chain management, etc. may be accepted in lieu of the advanced university degree.
Work Experience
At least 2-3 years of progressively responsible experience in logistics operations.
Time Management Skills, logistical skills

Language: Perfect in English

IT: Perfect mastery of Office, especially Excel.
