Job Description

The Field Officer, under the field direction of the Team Lead and human resource management by the Project Manager, is responsible for supporting the quality implementation of assigned humanitarian project activities – community mobilization, community sensitization, facilitation of the beneficiary selection process, communication with local stakeholders and support during distribution and awareness activities. The Field Officer role will engage directly with communities and vulnerable households and be responsible for upholding the Core Humanitarian Standards and PIN quality standards.

They are required to be proactive and able to use their initiative to ensure that the assigned tasks and activities are conducted and completed in an efficient and timely manner and that any issues in doing so are reported to the Team Leader/PM . The Field Officer is a core project team member and is expected to be proactive and committed to the achievement of the assigned projects’ objectives, in line with the project approach, method and plan, and represent PIN in the highest of standards with community members and supported persons.

Job Requirement

The Field Officer is responsible for supporting the delivery of assigned projects through each phase of implementation: project preparation, beneficiary selection, distribution preparation, distribution and project close. Through all of these phases the Field Officer is required to uphold quality standards in relation to Accountability to Affected Persons, Core Humanitarian Standards, Protection and Safeguarding, and data protection of communities and project beneficiaries.  

  1. Project Preparation and development of data collection tools
  • Participate in PIN induction and training sessions to inform quality project delivery in line with Core Humanitarian Standards
  • Support the Team Leader in preparing and readying tools, materials and equipment for field works
  • Ensure full understanding of, and ability to communicate, PINs Community Feedback and Response Mechanism and Covid-19 prevention messages.
  • Ensure full understanding of, and ability to follow the Standard Operating Procedures for Beneficiary Selection, Distribution and Communicating with Communities, and Core Humanitarian Standards.
  • Ensure you are fully clear and aware of all field plans, Covid-19 precaution procedure and security protocols
  • Ensure all assessment and data collection works are undertaken in the most accurate way to avoid downstream quality issues.
  1. Beneficiary identification and Selection
  • Participate in training on beneficiary selection guideline, process and standards
  • Ensure ability to use tools and equipment distributed to support beneficiary selection process
  • With the Team Lead and under their supervision, engage with local community structures and beneficiary selection committee to initiate and secure community acceptance
  • Under the direction of the Team Lead, and in line with beneficiary selection guidance, CHS and other operating procedures undertake house-to-house visits and conduct Focus Group Discussions to identify eligible project beneficiaries
  • Ensure accurate and timely collection of quality data in a transparent and respectful manner, including guarantee that data is uploaded at the end of each day’s work and numbers reported to the Team Leader
  • Respect the confidentially of peoples’ personal data and information in line with PIN policies
  1. Distribution of assistance to beneficiaries
  • Support the Team Lead and logistics to prepare items for distribution including distribution paper work
  • Support the Team Lead in communication with selected beneficiaries to ensure they are aware of how to and able to receive their assistance in a safe and timely manner
  • Support the Team Lead in the preparation of project distribution sites, observing all Covid-19 and security protocols always and supporting the clear and accessible messaging of PINs CFRM and protection against sextual exploitation messaging.
  • Under the supervision of the Team Lead, play a key role in the distribution of assistance to beneficiaries in line with PIN SOPs, Core Humanitarian Standards and maintain protection measures for community members, beneficiaries and staff members, and distribution day protocols.
  • Ensure accurate recording of distribution data and information at the end of each day’s distributions
  • Raise any challenges or problems with the Team Leader in an appropriate way and in good time
  • Be able to remain calm under high pressure and resolve beneficiary questions and concerns in a calm and respectful manner
  1. Reporting and Compliance
  • Where feasible and appropriate liaise with other humanitarian actors on the ground to ensure principled and coordinated awareness raising and delivery informing the Team Leader of any key information  
  • Represent the organization with the project beneficiaries and other stakeholders in line with PIN and Core Humanitarian Standards 
  • In discussion and close coordination with the Team Leaders, project manager, and where relevant the Access department, support in access negotiations in target areas 
  • Provide real-time information on the field situation including but not limited to security, access, needs, health 
  • Adhere to and encourage others to comply with safety and security advisory, procedures and protocols always, and raise any safety or security concerns in an appropriate and safe manner, immediately.
  • Adhere to all project operating procedures
  • Ensure documentation in compliance with internal and rules and regulations are completed and submitted in a timely manner
  • Taking photos/video clips during assessment/distribution when requested and on receipt of informed documented consents from subjects.
  1. Other programme support
  • Support the Programme Unit, logistics and finance to prepare items for distribution 
  • Support the Programme Unit in timely communication with selected beneficiaries to ensure they are aware of how to and are able to receive their assistance in a safe and timely manner  
  • On request of PIN participate in joint assessments in support of humanitarian project positioning and wider benefit of the vulnerable people in need of support
  1. QUALIFICATIONS AND PREFERRED SKILLS 

Essential requirements

  • A University degree (preferred) or high school degree (minimum requirement)
  • Minimum 3 years demonstrated experience implementing humanitarian response in the county.
  • Demonstrated experience working closely with local communities and various stakeholders in the field
  • Demonstrated experience conducting assessments using Kobo and very good attention to detail
  • Understanding of and proven experience in addressing implementation challenges
  • Demonstrated experience in conducting distributions in line with humanitarian principles
  • Demonstrated experience working closely with local communities and where it exists to mitigate tensions
  • Demonstrated ability remain calm under pressure
  • Demonstrated understanding and experience of gender and protection mainstreaming
  • Demonstrated experience, ability and confidence to travel in different parts in the province
  • Excellent Pashto/Dari
  • Practical application of English language
  • Working knowledge of MicroSoft Excel and MicroSoft Word

Desired qualification/experience

  • Understanding of humanitarian standard and principles 
  • Demonstrated experience working in shelter/NFI, cash, protection response 
  • Demonstrated in depth understanding of the local context  
  • Experience in negotiating access with various stakeholders 
  • Demonstrated experience using online data collection software/hardware 
  • Ability and confidence to travel to other provinces in Afghanistan
