Job Description
The Team Leader, under the supervision of the Project Manager, will ensure the effective and principled implementation of PIN’s humanitarian response in several provinces (see above). The Team Leader will supervise a team of field officers, community health worker and enumerators to ensure quality and rapid assessment, response (multipurpose cash assistance, cash for food, in-kind distributions and monitoring activities) and awareness raising to support populations affected by multiple shocks in close coordination with the Access team. The Team Leader may also lead in access negotiations into target areas working closely with key stakeholders to ensure principled, neutral, independent assistance.
The role will be the responsible focal point for field operations with target communities and must represent PIN Afghanistan with honesty and integrity. They are responsible for ensuring supervised field staff respect those they work alongside and support, in line with the Core Humanitarian Standards and PIN Code of Conduct. The Team Lead will be responsible for ensuring the Field team follows relevant Standard Operating Procedures and that quality standards are maintained, as well transparent and accurate tracking of distribution data in line with PIN Data Protection Policy. They are also responsible for proactive and regular reporting to the PM and using sound professional judgement to raise risks and issues with the PM in good time.
Job Requirement
The Team Lead is responsible for, but not limited to, the following work areas and duties:
- Project Start and Preparation
- Participate in PIN induction to inform quality project delivery in line with CHS and PIN Code of Conduct
- Ensure full understanding of PIN Community Feedback and Response Mechanism (CFRM) and ensure effective and appropriate roll out across the project
- Ensure the project team and operations comply with recommended Covid-19 precaution protocols
- Prepare, review and finalize field plans for beneficiary selection and distribution works including preparation of tools and quality standard checklists
- Organize and support PM in delivering trainings to the Field Officers and enumerator, ensuring they are fully aware of and capable of undertaking their work in line with all project guidelines, procedures, protocols and implementation plans, in line with CHS and PIN Code of Conduct
- Field Management and Project Implementation
- Day-to-day management of project activities and team at field level ensuring quality and accountability.
- Development of field action plans which will include also calendar of activates, team roles and responsibilities, and ensuring cohesive and coordinated implementation of activities.
- Lead on community mobilization and be responsible for proactive, transparent, respectful, timely and clear communication with communities ensuring expectation management, accountability and enhanced application of humanitarian principles.
- Be responsible for participative community beneficiary selection process, ensuring participation of and meaningful access to marginalized and the most vulnerable community members throughout humanitarian project cycle ensuring their voices are heard and needs are met.
- Be responsible for guarding against perceive or actual transparency issues, and escalating any access or transparency issues immediately to the PM.
- Ensure the best quality for the data collection using Kobo in line with the predefined criteria and approach
- Ensure distribution sites are selected and managed in a safe and secure manner, in line with security, Covid and protection standards and protocols, and access controls, as well as humanitarian principles and AAP
- Manage Field Officers and Enumerators to communicate distribution details to beneficiaries in good time, respectful and appropriately, keeping accurate data records and being responsible for preparation of
- PIN responsible officer for planning, running and management of distribution days, and focal person for distribution partner on site.
- Be responsible for checking the quality of items to be distributed to make sure they are in line with the approved standard before they are distributed, raising any issues with the PM immediately.
- Representation, Reporting and Compliance
- Ensure that the line manager is informed in a good time about all issues, problems, developments, and changes related to the project.
- Provide regular activity plan and progress report to line manager
- Ensure Field Officers’ data and reporting information is collected and uploaded/recorded daily
- Ensure relevant documentation is produced and submitted to relevant departments and on time
- Where feasible and appropriate liaise with other humanitarian actors on the ground to ensure principled and coordinated awareness raising
- Represent the organization with the project beneficiaries and other stakeholders in line with PIN and Core Humanitarian Standards
- Perform other responsibilities assigned by the line manager.
- QUALIFICATIONS AND PREFERRED SKILLS
Essential requirements
- Minimum 4 years demonstrated experience implementing humanitarian response
- Demonstrated experience in team management on humanitarian implementation
- Excellent understanding of humanitarian standard and principles
- Demonstrated experience in negotiating humanitarian access in Afghanistan
- Demonstrated experience working closely with local communities and where it exists to mitigate tensions
- Demonstrated experience in undertaking and leading teams in assessments
- Demonstrated experience in cash-based and NFI interventions
- Demonstrated ability remain calm under pressure and de-escalate tensions and conflicts
- Demonstrated in depth understanding of the local context and ability to work within them to ensure access and safe implementation
- Demonstrated understanding and experience of gender and protection mainstreaming
- Demonstrated experience, ability and confidence to travel in different parts in the province
- Good communication and representation skills
- Experience and full familiarity with data collection using Kobo and solving data quality issues
- Fluent in Dari, Pashto and strong handle of English (speaking, listening, reading, writing). Knowledge of local (province specific) languages is an asset
- Strong proven ability in using MicroSoft Excel for data management
