Job Description
Objective 1: Establish, train and lead MEAL setup for programs
Develop a MEAL plan and review on going MEAL system to reflect functional set up of MEAL.
Provide technical input in the development of program monitoring and reporting plans
Improve capacity of project field staff in quantitative and qualitative data collection through training and informal coaching and feedback.
Provide support to the review and development of MEAL systems and tools, in collaboration with MEAL Coordinator and field manager.
Supervise and manage data entry officers
Contribute to the appraisals of M&E staff as required by AAH guidelines and ensure proper adequate training is carried out in view of career development plans
Objective 2: Ensure proper and timely implementation of MEAL activities
Support program staff for Terms of Reference, tools, field visits, data collection tools, trainings of the staff in charge of collecting the data, to ensure data quality and data analysis of surveys, to support the writing & dissemination of the reports for MEAL related activities (KAP surveys, post-distribution surveys, etc.)
Support the establishment and monitoring of accountability and complaint response mechanism in line with HAP across the PCM
Ensure mainstreamed Protection and Accountability indicators and practices are reflected in data collection, etc.
Assist programs in defining sampling and assessment methodologies
Objective 3: Support program monitoring and reporting
Prepare draft reports of PDMs, baseline, endline assessments and cross verification and send it to the MEAL Coordinator and Flying Field manager.
Provide trainings to program teams on program activity monitoring and reporting
Prepare and maintain data base for each project specific to the data needs, analyses and share to the program managers
Conduct regular field visit of activities and feed information to the program managers for improvement of activity implementation.
Assist program teams on technical interviews for data analysts and other M&E data collectors during an emergency assessments/baseline surveys/beneficiary registration/Post Distribution Monitoring.
Cross verification of the beneficiaries selection done by field team;
Perform data entry whenever needed.
Support PMs on the conduction of lessons learnt workshops.
Objective 4: Document good practice from planning, implementation, monitoring and evaluation of activities
Document lessons learned and best practices, produce case studies and stories through collation and analysis of M&E data and other means
Organize learning, knowledge sharing and capitalization workshops and ensure knowledge is used in future program design
Undertake internal project evaluations, under the guidance and support of the flying field manager and MEAL Coordinator and other HoDs
In consultation with flying field manager and MEAL Coordinator support the quality, timeliness and dissemination of M&E outputs internally.
Any other task as assigned by line manager whenever needed.
Job Requirement
Bachelor Degree in social sciences, humanitarian and/or development studies, Statistics, Management Information System, M&E, nutrition or fields related to the position.
Minimum 3 year of experience in a related fieldwork.
Work experience of at a minimum 3 year in a similar position with NGO.
Experience in data analysis, reporting, monitoring and assessment. Initiative, organise, availability/learning capacity
Ability to work and motivate a team,
Interpersonal qualities and diplomacy –organized and rigorous
Minimum standard of professionalism in communication styles
Very good computer skills (Word, Excel)
Strong motivation to integrate data driven recommendations for programme improvement.
