Purpose of the Job: The purpose of the ICLA Coordinator position is to lead the implementation of field level ICLA activities in collaboration with other ICLA staffs, other NRC CCs and the community stakeholders. The Coordinator will also lead the collection of field level ICLA assessment data and support the ICLA Project Manager in the compilation of reports for project activities. The Coordinator supervises a team of ICLA staffs (male and female) and closely collaborates with other government, NGO, Un and community stakeholders.
Job Description
Generic responsibilities:
- Line management of ICLA field staff including male and female.
- Adherence to NRC policies, guidance, procedures, and gender mainstreaming.
- Ensuring the ICLA staff upload the MoVs to the system and the M/E matrix properly sent on time.
- Ensuring the quality and quantity of the ICLA Programing including information sessions, Legal assistance on HLP, LCD, ES, and ES.
- Track of and response to the HLP issues in the south.
- Manage, monitor, and implement the ICLA activities, budget, and project documentation as delegated from ICLA PM.
- Ensuring high technical quality of the ICLA program by technically checking the Legal cases and paperwork of the staff.
- Providing regular progress reports to the Project Manager.
- Ensuring that projects target beneficiaries including the CBT participants are the most eligible for the ICLA assistance.
- Contributing with the research on HLP, LCD ELP in cases if needed.
Specific responsibilities:
- Technical analysis of the staff data and Legal cases and providing feedback to the program staff.
- Conduct regular felid visits to monitor the ICLA activities and meet with the ICLA beneficiaries including males and females.
- Regular monitoring and tracking to ensure ICLA staff including males and females are providing information sessions according to the standard.
- Technical review of legal assistance and counseling services on HLP, LCD, ELP, and ES provided by program staff to male and female beneficiaries.
- Good resource management including vehicles management to ensure staff is achieving more with fewer resources and they consider the value of money.
- Properly checking, tracking, and sharing the project progress with the staff and updating the work plan to ensure the implementation is up to the data.
- Remote technical management of the ICLA staff in Uruzgan, Zabul, and Spin Boldak.
- Liaise, collaborate and coordinate with stakeholders including DOJ, UNHCR, HLP-TF Cluster, and community elders to ensure that the ICLA program runs smoothly.
- Participate in relevant meetings with the UN, humanitarian agencies, and governmental authorities.
Job Requirement
Generic professional competencies for this position:
- Experience of working with NRC as an ICLA Officer at least two years.
- Documented results related to the position’s responsibilities
- Technical knowledge and management skills
- Graduation from Law or Sharia Law faculty.
Context related skills; knowledge and experience:
- Bachelor of law or Sharia
- 3 years’ experience in HLP, LCD, ELP and ES and other relevant humanitarian law interventions
- Experience in liaising and coordination with civilian and government authorities
- Knowledge of English and the local language (Pashto and Dari)
- knowledge of Afghanistan legal system
- knowledge of IDP policy
- Experience in Project Cycle Management.
