About Roots of Peace: Roots of Peace is a humanitarian organization whose mission is to rid the world of landmines and other remnants of war by transforming toxic minefields into thriving farmland and communities, through a focus on sustainable, organic farming practices. Roots of Peace is implementing the 3-year, USAID-funded Agriculture Marketing Program. AMP Project Description: The Agriculture Marketing Program (AMP) is a three-year USAID-funded program that follows on the successes of the ten-year USAID Commercial Horticulture and Agricultural Marketing Program (CHAMP). The program works in all 34 provinces of Afghanistan, focusing on increasing farm production and domestic sales through interventions aimed at farmers and agribusinesses. During the first two years of the program, AMP worked with leading Afghan processing and export firms to increase export volumes and values, introduce new agricultural products to the market, diversify export markets and increase value-added processing. The program's market-based, demand-driven approach focused on supporting private sector growth and sustainability, thereby creating demand for agricultural products that drive job growth in rural areas. Women are incorporated into all areas of program implementation. In its final fiscal year of implementation, AMP has pivoted to an approach that addresses food security challenges precipitated by the emerging economic and humanitarian situation in Afghanistan. This approach comprises three key strategies: Connecting Farmers to Domestic Markets Increasing Value-Add of Agriculture Products, Extending Shelf Life of Products Support for Remote Rural Areas Activities include: Increasing farm productivity and food security through Farmer Field Schools and other activities aimed at building farm capacity. Expanding the number of agricultural products through value addition and product diversification, such as processed jams and sulfur dried apricots. Linking farmers with traders, and traders with buyers in domestic markets, such as through domestic food expos and B2B meetings. Building the capacity of agribusinesses to maximize output and quality for domestic markets. Supporting initiatives such as improved post-harvest handling infrastructure for traders, including packing houses, cold storage, and improved packaging. Addressing important supply chain and trade impediments that restrict the sale of high value agriculture products. Providing opportunities for female-owned food processing and import suppliers through export facilitation and activities aimed at business support. AMP works primarily with private sector agribusinesses, farm producers and other USAID-funded agricultural programs. Specific attention is given to support the participation of women and youth in AMP activities.
Job Description
Position Summary
The Compliance (Audit) Specialist works under the supervision of the Compliance Director and is responsible for the timely execution of risk-based audit compliance in accordance with the annual compliance plan, as well as assisting with other compliance matters and program. The Compliance (Audit) Specialist plays a key role in the program overall compliance function to provide permanent quality assurance of internal control system by operating as an independent structure within the organization. This function’s primary objective is to guarantee compliance with ROP and USAID rules and regulations within the Afghanistan working environment.
Tasks
- The duties and responsibilities of the Compliance (Audit) Specialist include:
- Plan, organize and carry out the compliance plan, including the design of individual compliance plan for specific target areas to ensure that the compliance programs throughout the project are effective and efficient in preventing, detecting, identifying, and correcting noncompliance with applicable rules and regulations;
- Conduct reviews and task request by Compliance Director if reviews and task do not compromise the independence or objective of the compliance functions.
- Verify compliance with ROP’s policies, procedures, and internal controls for safeguarding of assets.
- Work with ROP-AMP team to establish financial, grants, subcontractor tracking tools.
- Conduct periodic audits and spot checks of program documents to ensure funds are not being diverted from their development purpose.
- Apply appropriate audit procedures to the areas reviewed to ensure that key control is tested and all significant risk is addressed.
- Prepare Compliance (Audit) working paper.
- Verify that the ROP-AMP management team comply with any reporting deliverables.
- Verify that all trainings ROP-AMP staff in USAID financial, grants, subcontracting, rules and regulations, comply with best practices.
- Identify and evaluate areas for potential improvement in processes and controls while ensuring that all work adds value to the project.
- Interact with all levels of management and with project employees; conveys audit findings persuasively and confidently in meetings with local staff.
- Prepare draft compliance report for review and formulates appropriate conclusions regarding the adequacy of internal control and procedures based on the work performed and knowledge of other operation in the program.
- Develop and discuss findings with COP and managers , agreed upon recommendations, and timelines for corrective action with responsible area of operation audited.
- Monitor the implementation status of agreed compliance recommendation.
- Contribute to the efficient and effective use of USAID resources by assisting management in educating staff on issues of ethics, conflict of interest
- and fraud report.
- Excellent interpersonal skills, including patience, persistence diplomacy, willingness to listen and respect for colleagues.
- Perform other duties as assigned by Compliance Director.
Job Requirement
Minimum Requirements
- Bachelor’s degree required. A University degree in Business Administration, Economic, Law or, Institute of Internal Auditors (IIA) Certification - CIA (Certified Internal Auditor), ACCA Certification (Association of Chartered Certified Accountants) is preferred.
- Minimum 5 years experience in compliance, audit or finance
- At least 2 positions working in procurement or finance on USAID funded projects.
Other Job Requirements
- Experience Internal/External Auditing (Internal control evaluations).
- Demonstrated knowledge of USG/USAID regulations, policies and compliance requirements related to international assistance programs.
- Good communications and interpersonal skills.
- Professional fluency in English (Written and spoken) with knowledge of Pashto and Dari.
- Strong computer skills, particularly with Microsoft Office (Excel & Word).
Interview and Test
In addition to an interview, final candidates will complete a test focused on English, MS Office (Excel & Word) and audit topics.
Working Conditions including Travel
During the work assignment, the Compliance Specialist will be based in Kabul and must be available to travel to other provinces (Kandahar, Helmand, Zabul, Ghazni, Paktya Balkh, Kunduz, and Nangarhar) in order to visit regional offices, suppliers and beneficiaries when the security conditions are appropriate.
