About TLO: The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) on good governance in connection to peace and reconstruction or reconciliation process. TLO has since evolved into as an independent Afghan NGO registered under number 611 with the Ministry of Economy of Afghanistan. TLO was founded with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management. The guidelines for these activities are strictly based on the “do-no-harm” approach and Conflict Sensitive Program Management (CSPM), which are participatory and community-led.

Job Description

  • Lead on community mobilization, awareness raising, establishment of SMS shuras and CBE classes according to CBE policy;
  • Actively participate in the assessments for identification of qualified children for the CBE classes in the targeted communities and district;
  • Conduct coordination meetings with the School Management Shuras (SMS) members, teachers and DED staff to share program implementation plans and resolve project related problems;
  • Provide regular technical in-classroom support to community-based teachers through observation, teaching assessments, feedback and planning of trainings accordingly;
  • Facilitate distribution of teaching and learning material and kits;
  • Facilitate training sessions for the teachers, SMS members and DEDs;
  • Work on proper record keeping and filing of the targeted classes, students, trainings and meetings;
  • Work closely with teachers, hub schools and DED staff on student’s registration and exam results process;
  • Facilitate visits and meetings between the hub schools, SMS and DEDs;
  • Work with Education Officer on successful handover of community-based classes to the Moe by supporting the relationship between community-based teachers, school shuras, hub schools, and DEDs/PEDs;
  • Collect community mobilization and training data and assists Education Officer and/or Provincial Coordinator in reports development;
  • Collaborate on project various activities with project team linked to community mobilization;
  • Any other tasks assigned by the line manager

Job Requirement

Education: Bachelor degree in a relevant field of study

Experience: At least 2 years of experience
