It is painful enough for those who have lost everything, without finding that they cannot return home because the land is unsafe. Humanitarian relief helps in the immediate aftermath, but once the story has left the headlines there is a gap in the recovery process where communities are being forgotten. Families cannot rebuild their lives until they can return home and farm their land. Development cannot begin until there is safety, security and confidence to support infrastructure, or to plan for essential buildings like homes, hospitals, schools and businesses. In short, we help some of the world’s most vulnerable communities get back on their feet.

Job Description

The female certified engineer will manage the survey, planning and design together with HALO Qualify team on construction projects at Afghan National Police (ANP) departments in Mazar-i-Sharif. They will be responsible for inspecting the designs of ammunition stores and armories, ensuring they meet the HALO Trust Afghanistan Standards, before they are implemented. They will be responsible for managing the construction team, conducting quality assurance checks of the work, including evaluating the structural, electrical and mechanical condition of each ammunition store and armory constructed. This role will include traveling to ANP departments in Mazar-i-Sharif and liaising with police personnel and Policewomen in each police department.

Prior PSSM engineering knowledge is not a requirement. The successful candidate will undergo training in PSSM specific engineering before starting their role.

This position will be based at HALO’s office in Mazar-i-Sharif. Travel to ANP departments in the area is expected. 

Job Requirement

Responsibilities include:

  • Managing the PSSM (Physical Security Stockpile Management) construction team in each Police Department together with HALO construction. Team.
  • Planning, designing and implementing HALO’s standard construction projects at each police departments in Mazar-i-Sharif.
  • Conducting quality assurance of construction
  • Travelling to ANP departments in Mazar, and liaising with police personnel and Police Women in each Police department.

A detailed TOR will be issued to selected candidates (further training will be provided).

Requirements:

Accredited university degree in civil engineering

Fluent Dari Pashtu speaker with good written and spoken English

Willingness to travel to ANP departments in Mazar
Good MS Office skills (MS Excel and MS Word)
