Job Description

Generic responsibilities:

  • Contribute to the development and implementation of NRC’s Camp Management intervention by supporting CM-related information management (data collection, processing and analysis)
  • Implement and regularly update the Information Management Strategy and the Dissemination Plan for all information management related products.
  • Design necessary data collection forms, ensuring that the purpose and use of data collected is clear and that questions are simple, clear and collectable.
  • Implement the portfolio of IM tasks and activities as delegated by the CM Coordinator in line with proposals, strategies and donor requirements according to plan of action.
  • Perform advisory and technical assignments in the use of Geographic Information Systems (GIS).
  • Organize and maintain GIS data in accordance with the relevant data management protocols.
  • Provide regular progress reports on data management related issues to the CM Coordinator and CM PM             
  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Promote the rights of refugees in line with NRC’s advocacy strategy
  • Adherence to NRC policies, guidance and procedures

 

Specific responsibilities:

  • Manage the various databases related to Camp Management activities (e.g. IDP Registration and Assistance Database; CFRM case tracking database, etc.), including storage, handling and dissemination of data to other NRC departments and/or external actors.
  • Provision of trainings to Camp Management assistants, community mobilizers and enumerators on data collection, GPS mapping, and tablets use.
  • Ensure quality data collection and control data collection at field level
  • Manage the Camp Management Kobo account, ensuring that the quality of uploaded forms is verified, develop mobile data collection tools as per needs (e.g. Kobo/ODK forms)
  • Support the complaint, feedback and referral mechanism by referring cases to other NRC departments and/or external actors as well as by ensuring timely follow-up with other service providers.
  • Assist the Camp Management team in GPS mapping the various facilities and small-scale infrastructure existing in the IDP sites, as well as in developing and updating the related database.
  • Collect, process, and disseminate/present information on Protection Monitoring at field level.
  • Periodically analyze and cross-check the data collected through monitoring and demographic data collection in an effort to assess and evaluate the coverage and quality of service provision in the IDP sites.
  • Design and generate information products for data visualization (including factsheets, dashboards, GIS maps) based on the information management priorities set by the CM PM and CM Coordinator.
  • Provide technical support in the development and implementation of data protection and sharing protocols and assist in the implementation of standardized information management policies, data systems and information products.
  • Proactively gather information from relevant cluster partners, UN agencies and other organizations, which may be of use to the CM program or cluster for informing decisions.
  •  In close collaboration with the M&E department, support the establishment of adequate systems and procedures for monitoring and reporting on Camp Management activities.
  • Any other responsibilities pertaining to the Camp Management Programme, as assigned by the CM Coordinator or CM PM.

Job Requirement

Qualifications:

  • Minimum 3-5 years of experience in an M&E/Database management/GIS Officer position; 
  • University degree (preferably in social sciences, e.g. education, political science, international relations, law, journalism, gender studies, human rights, etc.)
  • Excellent proficiency in Microsoft package, with advanced expertise in data management software, such as MS EXCEL and MS ACCESS. 
  • Proven experience in database management.
  • Good knowledge of digitalized data collection (Kobo, ODK, CommCare, ONA, SurveyMoney);
  • Proficiency in QGIS or other open-source GIS software
  • Basic knowledge of coding software (e.g. SQL) is an advantage.
  • Fluency English and local languages either in Pashto or Dari (ideally in both), both oral and written.
  • Political and cultural awareness, as well as good understanding of the displacement context in Afghanistan.
