Purpose of the Job: The purpose of the Protection Project Manager position is technical oversight, strategic direction, and quality assurance of NRC’s North Protection activities and programme in Northern region. They are also responsible for the overall planning and coordination of all Protection interventions (Protection of Civilians and Protection Case Management), either directly within the Protection programme or as an integrated approach across other CCs, across the Area Offices, including in the field offices Faryab, Kunduz and Sar-e-Pul.

Job Description

Generic responsibilities:

  1. Line management for project staff.
  2. Adherence to NRC policies, guidance and procedures, including NRC’s standards, procedures, and guidelines for project governance.
  3. Contribute to the development of the country, area and core competencies strategies, initiate and participate in the development of relevant protection projects.
  4. Coordinate and manage protection project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  5. Implement technical direction and ensure high technical quality of projects.
  6. Provide regular progress reports to the Area Programme Manager and the Protection Specialist.          
  7. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  8. Ensure capacity building of project staff and transfer key skills.
  9. Liaise and collaborate with relevant local authorities and other key stakeholders.
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities:

  1. Programme Development:
  • Develop quality systems and tools for the Protection of Civilians project to ensure the effective collection and analysis of qualitative and quantitative data relating to the protection environment, including on physical safety and security, freedom of movement, access to services, etc.
  • Provides technical guidance to national staff and partners, on confidential and safe data collection in line with internationally recognized best practices.
  • Establish and maintain effective and safe protection referral pathways to be used by the protection programme, other NRC programmes and external partners, including the development and maintenance of SOPs for referrals, in conjunction with the Protection Specialist and other technical leads.
  • Assist in the development of curriculum, assessments and training materials for the Protection of Civilians and Protection Case Management programmes.
  1. Programme Management:
  • Overall responsibility for effective and efficient management of the Protection projects across Balkh, Faryab, Kunduz and Sar-e-Pull consistent with the project management cycle (including reporting to the desired quality and standard).
  • Overall budget management for all the Protection projects/portfolio implemented in the Area, including the projects implemented in Faryab, Kunduz and Sar-e-Pull, and ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied.
  • Responsible for providing technical and implementation support and guidance to field-based protection staff in implementing NRC project(s), including but not limited to providing instructions on work plans, approving expenses/procurement, recruitments, reporting, etc., in close coordination and collaboration with the sub-office management team based in Faryab, Kunduz and Sar-e-Pull.
  • Responsible for providing timely and methodical updates regarding needs and trends specific to the responsible CC to the Area Programme Manager and Area Manager.
  • Ensure adherence to Protection M&E roles and responsibilities.
  1. Logistics, Finance, and Human Resource Management:
  • Ensure appropriate Financial and Logistical NRC systems/ procedures are adhered to within the Protection team (including supply chain management).
  • Ensure timely and accurate development of procurement plans, recruitment plans, and spending plans per project and ensure the same is shared with relevant support colleagues.
  • Responsible for ensuring timely submission of monthly Protection cash forecast to finance and relevant Procurement Requests to Logistics.
  • In line with project needs and funding availability, continuously and proactively plan Protection staff requirements and liaise with HR and Admin to ensure the same.
  • Performance management of all direct reports, including regular one on one meetings and completion of work and development plans.
  • Responsible for ensuring capacity development and training of all Protection personnel.
  1. Coordination and Representation:
  • Responsible for attending relevant Protection meetings and coordination fora, representing NRC strictly within the limit set out by the Country Office.
  • Conduct senior representation at provincial and district levels and promote strong working relationships with local authorities’ counterparts.
  • In line with NRC’s standards, ensure communication plans are implemented, stakeholders are informed on NRC’s activities, and the organisation is well accepted by communities.
  • In charge of producing weekly Protection situation reports, flash reports and any other reports as requested by the Area Programme Manager and Area Manager.

Job Requirement

  • Previous experience with implementing programmes related to the following themes: Protection, access, protection case management, community outreach/engagement, community capacity building, and/or community-development oriented programming. Protection of Civilians is an added value.
  • Bachelor degree in social science, sociology, project management or other related field. Master’s degree an added advantage.
  • Computer literate in Microsoft Office, including strong skills in Word, Excel, and Outlook.
  • Experience in needs assessment, project monitoring, and evaluation, and programme development.
  • Experience of with access negotiation and representation, including with local authorities, INGOs/NGOs, and communities.
  • Experience in implementing programmes using a community-led protection approach is necessary and protection of civilians is highly desirable.

Languages: 

  • Fluency in English is essential, both written and verbal. Knowledge of Dari/ Pashtu/ Uzbeki is an added advantage though not mandatory.
