Job Description
Purpose of the position
The Accountability Officer supports the MEAL team; Field staffs efforts to strengthen the quality and accountability of AAH Programme in the base level. She will be the primary point of contact for beneficiaries’ complaints and feedback; record any complaints in the forms; liaise with field staff and line management in addressing and resolving complaints; and assist in any other Accountability activities as required.
Objective 1: Support the rolling out of the CFM in the base:
- Support the MEAL Supervisor in training AAH staff at Base level to raise awareness regarding the Complaints and Feedback Mechanism.
- Regular conduction of face-to-face interview with female beneficiaries, ensure the proper filling system with codes, and maintain confidentiality.
- Receives and Investigate allegations of irregularities, fraud, corruption or other forms of misconduct by directly liaising with the affected beneficiaries in close collaboration with the MEAL supervisor.
- Support in the Investigation of allegations of irregularities, or any forms of misconduct through liaising with the affected stakeholder – as needed and as requested by MEAL HoD, FM and MEAL Supervisor
- Ensure to be informed and aware of the projects activities in order to make sure to provide accurate information (in case information is missing, ask the MEAL Supervisor, Program Manager…)
- During distributions, establish a help desk/information table to the community members to answer beneficiary comments/questions. After the distribution, prepare sensitization reports on the distribution
- Ensure key information reaches to the beneficiaries using a number of methods (leaflets, orientation, and face-to-face interview). Ensure that all beneficiaries proper receive their benefits.
Objective 2: Promote equal and/or proportional opportunities for women, men, boys and girls to provide their complaints and feedback on issues related to AAH’s commitment and interventions.
- Participate in community Engagement related activity engaged/planned by MEAL department as part of the Accountability activities.
- Conduct beneficiary satisfaction survey on beneficiaries and report results.
- Monitor feedback and participation of all beneficiaries in project cycle.
- Analyze and ensure that interventions are sensitive to issues of equal inclusion of affected population.
- Participate in investigation of complaint cases.
- Support MEAL supervisor in writing stories related to program and projects as they relate to equality and inclusion issues as a part of MEAL component
- Plan and conduct training sessions on feedback mechanism to beneficiaries and project staff.
Objective 3: Conduct monitoring & field visits to project implementation area and Support MEAL supervisor in data entries and data collection.
- Participate and/or lead surveyors during onsite field mission including KAP, PDM, and baseline-endline assessments as directed by MEAL Suepervisor.
- Support MEAL in data entries and data collection of the assessment led by MEAL.
- Helps in the identification of challenges in monitoring, data collection particularly from women beneficiaries by providing recommendations to further improve the M&E system.
- Analyze risks affecting women’s participation in project activities and provide relevant recommendation so that appropriate measures to be taken to protect that group.
- Support the proper synthesis and analysis of assessment and monitoring data with technical support on informed analysis, and consequently co-produce evidence based reports
- Propose different possible solution to improve the activity
- Ensure mainstreamed Protection and Accountability indicators and practices are reflected in data collection, etc.
- Ensure the security and confidentiality files concerning project activities up to date
- Support the development, maintenance and dissemination of complete information system including collections of good practices of protection training and gender mainstreaming in different sectors.
Job Requirement
Qualification/level of study:
- University Degree in social science or health sectors
- Advance Computer literacy especially MS Word and Excel
Skills required:
Experience
- At least 2 year of experience in M&E or in nutrition/ WASH interventions implemented by humanitarian national/international NGOs
- Previous experience in managing accountability and beneficiary feedback mechanisms is a major asset
Required skills
- Good in collaboration and involve in relevant actors and encourage feedback
- Good communication skill
- Good representation skills
Language Requirements
Fluency in spoken Pashtu and Dari.
Having a good working knowledge of written and spoken English
Computer skills
Advanced computer skills including applications of MS word and excel
