BARAN has been established in 27.7.2006 registered with the Ministry of Economy (MoEc), Ministry of Public Health (MoPH), Ministry of Education (MoE) , Ministry of labour, Social Affairs, Martyrs and Disabled (MoLSAMD), Ministry of Justice (MoJ) and Ministry of Women Affairs (MoWA) in order to deliver standard health care, social and educational services including conducting researches. Special attention is given for the community development by promoting capacity building programs.

Job Description

Job purpose:

The Medical Procurement officer/ pharmacy isfollowing items are the main responsibilities; 

Programme Support

  • Work closely with the Technical, Finance through operational director to process medical supply things as per project plans and the time schedule.
  • Provide input on logistics matters to the CMO for draft proposal and report writing.
  • Ensure donor compliance and produce medical supply regular, timely and accurate reports as required by BARAN policy and donor regulations.
  • Identify areas of improvement in the organization of Procurement and work with the CMO to realize them.

Procurement and Supply Chain

  • Develop, in collaboration  a coherent procurement strategy that takes into consideration BARAN Procurement and Pharmaceutical Quality Assurance Policies, donor requirements, project duration and needs, lead time and delivery constraints
  • Maintain a high quality, country-wide procurement system, which is accountable, transparent and compliant with national procurement law, BARAN Procurement and Pharmaceutical Quality Assurance Policies and donor requirements.
  • Ensure that the filing system to record all medical procurements is rigorously maintained.
  • Ensure the maintenance of medical supply database and develop robust local supplier relationships.
  • Ensure effective and efficient links with BARAN Operation Director for all medical procurement and warehouse matters.
  • Provide technical support in all medical procurement issues based in the PMO Kandahar, and will work under supervision of the Operational Director.
    His/her tasks include but are not limited to the following:
    1. Planning and managing of the medical procurement activities related to projects;
    2. Prepare with national procurement specialist based on the work plan, detailed procurement packages, tender documents, where required, and seek input from the technical department as required;

3. Provide medical market assessment and analyzing semiannual base;

4. Ensure from cold chain, Medicine and medical equipment of all project in CMO, PMOs and HFs;

5. Undertake tender for procurement items and evaluate the bids and contact the selected parties;

  • 6. Ensure the integrity of the procurement processes of all goods and services required for projects;
    7. Keep accurate accounts of all procurement processes and ensure that all procurement is carried out following the BARAN procurement procedures and guidelines;
    8. Ensure that the Bid Evaluation Committee does its work in accordance with procurement rules;
    9. Prepare procurement plans and progress reports;

 

Warehouse Management

  • Ensure that procured stocks are received, registered, and dispatched in an efficient and accountable manner.
  • Ensure that the filing system to record and archive all stock movements is rigorously maintained;
  • Ensure, in collaboration with the medical teams. BARAN Drug Management Guidelines are adhered to country-wide.
  • Maintain control and accountability of all stock, monitoring storage, request and issuance in accordance with BARAN Warehouse Management Guidelines in CMO, PMOs and HFs;
  • Monthly, Quarterly monitoring report from Medical and Non-Medical stocks in CMO, PMOs and HFs;
  • Maintenance of clear, accurate documentation for all movement of stock in and out of the warehouse, using stock cards, Goods Received forms and Waybills.
  • Conduct physical stock checks quarterly and investigate discrepancies.
  • Ensure Cold chain, safety and quality of warehouses/ stocks.

Job Requirement

Qualifications:

  • At least 3 years of proven experience at field of pharmacy and procurement.
  • pharmacist or similar degree;
  • Strong communications skills;
  • Fluent English, Pashto, and Dari with excellent speaking and writing skills
  • Proficient computing skills – word processing, spreadsheet design and presentations
