Job Description

General Position Summary

Under supervision of Northern Regional Director, the Regional Operations Coordinator -North (ROCN) will work closely with Field Operations/Office Managers, Senior Procurement Manager and Senior Operations Manager and other client departments to meet the program expectations in terms of implementing tools, SOPs, systems developed by Country Office to ensure all mission requirements for operations are met. Through the implementation of Mercy Corps Field Procurement, Assets, Office Management, Fleet and Warehouse procedures the ROC coordinates with field and regional teams to ensure that all operations activities are in compliance with Mercy Corps and donor requirements.

Essential Job Responsibilities

  • Coordinate and Support the Operations team members/ managers to ensure monthly Purchase Request Master List maintained. 
  • Provide support and work closely with the Regional Director for all operational aspects
  • Closely monitor/support and handle the procurements up to 20,000 USD in Northern region.
  • Coordinate all procurement activities above 20,000 USD with Senior Procurement Manager.
  • Ensure assets master list are maintained for each field office and coordinate quarterly assets verification processes as per Mercy Corps requirements.
  • Ensure warehouse systems are implemented as per the MC Warehouse policies and guidance from country office.
  • Coordinate with administration departments and ensure office and facility management policies are implemented.      
  • Coordinate and support provincial Program Managers and Senior Procurement Manager for maintaining procurement plans    
  • Support the field logistics officers to implement fuel consumption reports and fleet management tools established by the country office.
  • Maintain transparency and integrity, ensuring the correct products, quantities, vendors, and prices are aligning with procurement policies and requested deadlines.
  • Review and provide recommendation on revision of policies for better adoption to the context and environment.
  • Review and ensure the accuracy of travel expenses as well as authorization of responsible person.
  • Conduct field visits to ensure Operational gaps for further improvement and trainings in consistency, robustness and reliability of Mercy Corps Operational systems and procedures.

Accountability to Program Participants

  • Mercy Corps team members are expected to support all efforts towards accountability, specifically to our program participants and to international standards guiding international relief and development work, while actively engaging program participant communities as equal partners in the design, monitoring and evaluation of our field projects.
  • Supervisory Responsibility: Admin, logistic and procurement officers in the regional level.
  • Works directly with: Field Operations/Office Managers, Regional Finance Coordinator, Senior Procurement Manager, Senior Country Operations Manager, Regional Security and Access Coordinator. 
  • Accountability to Participants and Stakeholders
  • Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Job Requirement

Hard Skills

  • 4-6 years’ experience in procurement and logistics management, preferably with a local and/or international NGO
  • An advanced degree and/or an equivalent of at least 4 years of relevant experience with recognised procurement, logistics and supply chain qualifications.
  • Adequate understanding of donor rules and regulations is required
  • Strong coordination and reporting skills are required
  • Fluency in English (Verbal and in writing)

Soft Skills

  • Attention to detail, following procedures, meeting deadlines and working and problem-solving independently and cooperatively.
  • Ability to work on multiple tasks and prioritize effectively
  • Advanced ability to analyse data and information to effectively process in to strategy, implementation and policy
  • Advanced Computer Knowledge (MS Office etc)
  • Strong communication skills required
  • Time Management skills required
  • Willing to travel regularly to Mercy Corps field offices, contracted training centres and project sites approximately 50%
  • Ability to work effectively with an ethnically diverse team in a sensitive environment

Success Summary

  • Advanced experience and systems to support programmatic objectives with timely and meaningful operational information is essential. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. Strong understanding of procurement procedures is essential. An impeccable professional standard of procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.
