Job Description
Job Purpose
The central role of this middle management level position is to assist ECW Project Coordinator on the implementation of Education in ECW Program. She/he is responsible to supervise the work of community mobilisers, CBE teachers/mentors, and work closely with district government authorities, local Shuras (CECs, PTAs, CDCs and etc), and ensure that the program is implemented in high quality standard , and on best interest of children.
KEY AREAS OF ACCOUNTABILITY :
The ECW Project Officer is accountable to carry out the following key role and responsibilities:
• She/he will assist ECW Project Coordinator in establishing appropriate systems to implement the program in partnership with communities and district education authorities.
• Assist project coordinator in development and implementation of Detailed Implementation Plans (DIPs).
• Establish links between communities and schools and assist in maintaining the good relationship with the local stakeholders.
• Work closely with communities (CECs, PTAs and CDCs and etc), and the District Education Department (DED)/ Provincial Education Department (PED) to improve the quality of learning and access to basic education for children.
• Supervise the work of community mobilisers – CBE teachers/mentors, and or facilitators and assist them in the delivery of program work plan.
• Cross-checking field data collection and data management tools and updating Project trackers and databases.
• Develop project orientation package, and organize project orientation sessions for the community mobilisers, CEC, PTAs, and invite other key community individuals to participate in the project implementation process.
• Assist education trainer in identification of training needs, and in organizing training workshops for targeted project beneficiaries.
• Assist the ECW Project Coordinator in producing of project progress reports, quarterly reports, and annual reports, and or as per donor reporting schedule.
• Ensure personal commitment in building constructive working relationship with partners based on SCI partnership principles spelled out in Theory of Change
• Support Project Coordinators on day to day handling of department tasks related to partners
• Prepare and implement action plan for quality monitoring visits.
• Mobilizing and Making communities aware on project objectives, outputs and activities and MEAL systems and SCI Child Safeguarding Policies.
• Facilitate project and activities information at all events such as training and workshops
• Update the filling system daily, weekly and monthly bases with incoming and outgoing correspondence with DED, PED and hub schools.
• Carry out any other relevant task assigned by the line manager and project team

Additional job responsibilities
The duties and responsibilities set out above are not exhaustive and the post holder may be required to carry out additional duties from time to time which are reasonable in relation to their level of skills and experience.
In the event of a significant humanitarian emergency, the post-holder will be expected to work outside their normal job description; vary their working hours; and occasionally work from a different location should the need arise.

Job Requirement
QUALIFICATIONS
• Graduated from Education University and master degree is an asset.
• Very good spoken and written Pashto, Dari – understanding of English language is essential.
• Able to travel inside Afghanistan/ Kandahar and related districts, outside of the duty station as and when required.
• Good working skills on computer (Microsoft office).
• Good communication and inter personal relation skills.
• Ability to work independently in the field.
• Ability to work under pressure and any inconvenience situation.
• A good team player & problem solver inside and outside of the organization.
• Excellent report writing and analytical skills.
EXPERIENCE AND SKILLS
Essential
• At least 3 years of work experience in the implementation of education.
• Programs/projects preferably with International NGOs.
Desirable:
• Flexible and work well under pressure.
• Ability to work in challenging and complex environments.
• Hard working.
• Good communication Skills
• Ability to work in a team
