About TLO: The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Description

The Education Officer will report directly to the Provincial Coordinator and will work closely with other program staff to ensure alignment with project goals. He/ She will support the successful implementation of project activities by liaising with senior management, government officials, and other stakeholders. The Education Officer will play a key role in ensuring that project activities are implemented in a timely, coordinated, and impactful manner, contributing to the overall success of the project.

 

Duties and responsibilities:

 

The Education Officer will undertake the following responsibilities but not limited to;

  • Assist provincial coordinator in planning and executing of project activities in provincial and district level.
  • Coordinate with internal teams and government departments at the district level to ensure smooth implementation and to address any logistical, administrative, or operational challenges.
  • Ensure alignment of project activities with national education policies, standards, and objectives.
  • Serve as the main point of contact for project communication with community representatives, hub schools and government departments in district level.
  • Build and maintain positive relationships with district level officials and regularly update provincial management on project progress, challenges, and achievements.
  • Represent the organization in district level meetings, conferences, and workshops to foster collaboration and strengthen partnerships.
  • Regularly monitor project activities to ensure they are conducted effectively and achieve desired outcomes.
  • Coordinate with the Monitoring & Evaluation (M&E) team to collect data and assess project objectives.
  • Support capacity-building activities for CBE teacher, school staff, and SMSs as required by the project.
  • Share knowledge and best practices with project staff to promote learning and continuous improvement.
  • Document and share case studies, success stories, and lessons learned to inform future project planning and implementation.
  • Prepare and submit progress reports, documenting key achievements, challenges, lessons learned, and areas requiring additional support.
  • Any other tasks as assigned by line supervisor.
 

Job Requirement

  • Bachelor’s degree in Education, Social Sciences, Public Administration, or a related field (Master’s degree preferred).
  • Priority will be given to local residents.
  • At least (4-6) years of experience in project implementation, preferably in the education sector and within an NGO or government setting.
  • Strong understanding of education policies, systems, and structures in Afghanistan.
  • Proven ability to work collaboratively with government officials, provincial team, and local communities.
  • Ability to work independently and as a team player and experience in report writing and documentation.
  • Proficiency in local languages and English, plus proficiency in Microsoft Office and other relevant software.
