About COAR: Citizen Organization for Advocacy and Resilience, COAR (formally Coordination of Afghan Relief) CoAR is an Afghan, independent, non-political, non-sectarian, and non-for-profit organization established in 1989 and registered formally with the ministry of Economy. COAR actively bridging between donors of humanitarian aid and rural Afghan communities severely affected by almost four decades of wars, internal conflicts, natural and manmade disasters, and complexities. COAR endeavors to reach the unreached and embark on strengthening local coping mechanisms to enable communities to find durable local solutions to their local problems and encourage self-reliance and sustainability. COAR works with communities to proactively utilize their own scarce and limited resource the most efficient and effective way and discourage a culture of aid dependency, except in times of disasters and extreme poverty. The person involved will undergo a detailed investigation and will face strict disciplinary sanctions, which may also include termination from the employment if found guilty. COAR see SEA as a violation of basic human right. SEA is an act of ethical misconduct and can take the form of criminal activity. COAR is committed to designing and applying an effective system and controls to ensure that any act of SEA is not occurring by any mean in its working place by anyone, whether by its employee or by persons connected with COAR otherwise. COAR is committed to observing all laws, regulations, codes of conduct that are issued by the government, donor agencies, or the UN agencies as issued in the UN Secretary General’s Bulletin, Special Measures for Protection from Sexual Exploitation and Abuse.

Job Description

  1. Ensure quality standards and procedures are in place within the Organization.
  2. Support every aspect of the quality system program from planning, implementation, feedback.
  3. Inspect, monitor, record, and report quality data for project activities.
  4. Perform quality audits and oversee the overall work at sites.
  5. Identify areas requiring training and ensure gaps are completely filled within the given time frame.
  6. Inspect incoming materials and develop defective material notices.
  7. Documenting defects and recommendations for improvement.
  8. Preparing and presenting quality audit reports to senior management.
  9. Ensure the assignments are complying with specifications and provide accurate documents.
  10. Ensure accurate information is presented to audit documents and installation workmanship.
  11. Prepare list of deviations for correction and verify corrections as per established standards.
  12. Enhance quality across the organization and provide stable performance.
  13. Communicate best practices and other quality-related issues and insights
  14. Monitoring the financial and resources in the field. 
  15. Ensure the existence of policies and procedures, as well as effective implementation of anti-corruption in office.

Job Requirement

  1. Bachelor's degree in a relevant field (Economics, civil engineering). An advanced academic qualification will be an added advantage.
  2. A clear understanding of quality and control issues, legal frameworks, and professional standards in humanitarian and displacement contexts.
  3. Excellent analytical skills and communication skills in writing and speech.
  4. At least 5 years of experience in relevant field.
  5. Ability to coordinate tasks and work processes and work with short deadlines
  6. Good knowledge of measuring the quantity and quality of materials in work.

Language:

Fluency in English, both written and verbal.
