About CRS: CRS began direct operations in Afghanistan in early 2002. CRS maintains four main offices throughout the country: Kabul, Herat, Chaghcharan, and Bamiyan, with sub-offices in all of these provinces as well as Daikundi. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS works to: Support people, especially girls and women from marginalized communities, gain basic education Support poor rural and peri-urban households to have increased livelihood security Support vulnerable communities to survive shocks without long-term negative impact on their livelihoods. Currently, the CRS/Afghanistan Education program is comprised of several projects in Central and Western Afghanistan. All projects contribute to CRS’ education program goal to expand quality learning and life opportunities in Afghanistan for marginalized communities and their children. CRS Herat Office currently manages classes in the Districts of Adraskan, Karokh, and Gozara of Herat Province. CRS also manages Temporary Learning Classes in informal settlements of internally displaced persons (IDPs) near Herat City. This broad geographic coverage and the central role of the Government offices and community leaders in the implementation of CBE and Education in Emergencies programming requires extensive and effective coordination between CRS, Government officials, and communities, as well as widespread collaborative monitoring to ensure coverage of all implementation areas.

Job Description

Job Summary:

CRS is seeking qualified Education Project Officer to provide administrative and programmatic supervision to the Herat CBE education team to ensure smooth, high quality program implementation in compliance with CRS donor policies and regulations and management quality standards. The Project Officer will work to ensure the achievement of results-based objectives. The position is based in Herat with travel to target villages in the district. The Project Officer will be expected to coordinate with Education in Emergency teams in Herat as well as other CBE teams in Ghor, Bamiyan and Kabul.

Roles and Key Responsibilities: 

  • Work closely with CRS education team, including trainers and field assistants to ensure quality project planning and implementation.
  • Directly supervise 2-3 staff and work with PM to identify staff training and professional development needs
  • Facilitate and document staff meetings, create weekly and monthly work plans, document progress on work plans
  • Liaise with Provincial and District Education Departments on project issues and maintain good working relationship with PED/DED officials
  • Participate in CBE provider meetings coordinated by the PED and DEDs, as needed
  • Maintain education team timesheets
  • Work with education staff to determine the nature and timing of project material needs
  • Coordinate with procurement, logistics and finance departments for planning, purchasing, transport and distribution of education project materials between CRS education offices and project sites
  •  Maintain inventory records for all education materials in provincial district offices. (coordinate closely with Logistics Department)
  • Support team members to make payment requests and other administrative documentation
  • Ensure all team members are familiar with safeguarding policy and that it is communicated correctly to beneficiaries
  • Support District Coordinators and Field Assistants in handover activities
  • Work with Master Trainers and Education TA to plan and implement teaching quality activities

Support to Project Monitoring, Evaluation, Accountability, and Learning (MEAL)  

  • Collect project monitoring data and support team to collect monitoring data
  • Utilize multiple methods to collect quantitative and qualitative data
  • Share feedback from field with Project Manager and Program Manager
  • Participate in project learning and reflection events

Teamwork and Relationships

  • Develop and maintain positive relationships with project participants, community leaders, and other community members
  • Develop and maintain positive relationships with the project team and other CRS colleagues

Job Requirement

Basic Qualifications

  • Afghan National with a University Degree in Education or equivalent experience
  • Minimum 4 years’ working experience in education or a similar field in a reputable NGO

Required Languages – Strong English and Dari – reading, writing, and verbal skills. Pashto speaking and writing a plus

Travel – The position will be based in Herat with frequent travel to target communities  

Knowledge, Skills and Abilities:

  • Previous management experience, preferably with education projects
  • Good familiarity with the education system in Afghanistan
  • Excellent attention to detail and organizational skills
  • Ability to work independently, and within a team of national and international staff
  • Ability and willingness to travel target villages (and other provinces as necessary)
  • Professional manner in dealing with partners and government officials
  • Excellent communication skills and good judgment with regards to problem solving
  • Good attitude and willingness to always learn
  • Microsoft office 365 basic knowledge (Outlook 2016, Excel Online, Word Online, Microsoft    Teams, Skype for business)
  • Microsoft SharePoint online usage and experience
  • Microsoft OneDrive usage or any other similar cloud base technology usage experience
  • Basic knowledge on understanding the internet security and data privacy (phishing, Spam, Malware, Virus, Content Filtering)
  • Understanding of basics on Intranet usage and protocols

Preferred Qualifications:

  • Strong familiarity with the education system in Afghanistan
  • Experience working in rural communities preferred
  • Experience monitoring projects and collecting relevant data.

Internal: CBE Project Manager, Herat EiE SPO, Herat Program Manager, MEAL Officer, Herat Head of Office (HoO), and Technical Advisors (TAs)

External: Project Participants, Community Leaders and other Community Members, Government Agencies, and other NGOs
