About Swedish Committee for Afghanistan (SCA): SCA Background: The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programme concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. Job Description
Scope of work:
The Cashier of the SCA Project Office ensures the safe and accurate external and internal payments according to the rules and regulation of the SCA. S/he maintains all cash-handling in the office, assigned record-keeping and other clerical duties within the Finance Unit.
The Cashier reports to Finance Manager at RMO.
Main Responsibilities:
- Act according to the policy and regulations of SCA
- Keep updated with issues related to SCA and the environment where SCA operates
- Promote an attitude of team spirit and a strong focus on quality
- Develop good co-operation with SCA units, authorities, institutions and other NGOs
- Do related job as delegated by the Finance Manager.
Technical Tasks
- To oversee and assure an adequate and appropriate filing system for the copies of the original receipts within the finance section
- To provide the Finance Manager with the required cash information
- To maintain the safety of cash in considering SCA cash insurance policy
- To be responsible for payment upon approval of bills and invoices by cash after the receipts are thoroughly checked by FM.
- To check the receipts for accounting codes, budget, and donors and auditor’s requirements in the absence of the FM.
- To stamp (paid stamp) and calculate all the receipts and make sure that all the receipts are acknowledged by the recipient.
- To be responsible for payment of monthly salaries to the local staff
- To be responsible for follow up of all Imprest cash, advances, receivables, liabilities of all Project Office staff
- To reconcile the cashbook of different currencies with the petty cash in the safe regularly
- To inform the FM of the daily cash balance
- To enforce the implementation of SCA financial regulation and procedure in the project activities
- To be responsible to update manual cash book all daily transactions for all currencies
Financial Tasks
- To be the co-signatory of the money delivery (Hawala)
Training Tasks
- To train the staff of other units on how they use the standard forms (for instance, per diem & travel cost form, Impress application, Advance etc.)
Tasks of inter organizational relation
- Promote gender equality, non-discrimination with regard to ethnic, political and religious background
- To participate in Procurement meetings when assigned
- Promotes good coordination with all PO units and other department at KMO especially KMO Finance
Tasks of relation with external agencies
- Maintain good cooperative relation with the national and provincial authorities, UN agencies, NGOs and other stakeholders.
Job Requirement
Qualifications & Job Requirements:
- Bachelor’s degree, or equivalent, in related professional field (BBA, B.COM, BS Economics)
- 1-2 years’ relevant experience, especially within Donor funded projects, UN, or Corporate Sector in Finance and Cashier Position.
- Computer skill at operator level, especially with MS Office packages.
- Fluency in English and Dari and/or Pashto, both written and spoken
- Interpersonal and communication skills, Sound Accounting Knowledge, Cash Management Skills,
- ability to wok under pressure,
- Honest, proactive, and well mannered.
- Local candidate will be preferred.
