About CRS: CRS began direct operations in Afghanistan in early 2002. CRS maintains four main offices throughout the country: Kabul, Herat, Chaghcharan, and Bamiyan, with sub-offices in all these provinces as well as Daikundi. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS works to: Support the education for all Afghans, especially girls and women from marginalized communities Support increased livelihood security among poor, rural, and peri-urban households Support vulnerable communities to survive shocks without long-term negative impacts on their livelihoods. Support the Water, Sanitation, and Hygiene (WASH) needs of vulnerable households through community-driven construction and rehabilitation projects and hygiene promotion.

Job Description

You will conduct risk-related activities for the country program (CP) including sub-recipient compliance adhering to CRS policies, local laws, and donor regulations to help ensure effective delivery of high-quality programming to the poor and vulnerable.  Your knowledge and skills will help reduce risk to staff, to the effectiveness of our programming, and to the people, we serve through the application of the principles of stewardship, integrity, transparency, and accountability.

Job Responsibilities:

  • Collaborate with the CP Managers and CP leadership on strengthening internal control systems and processes
  • Help identify risk issues and challenges and solutions to address them.
  • Help implement and advise on the sub-recipient financial management policy (SRFMP)
  • Support the planning and performance of internal audits, control reviews and compliance assessments, conduct audit activities as applicable. Help analyze results and provide recommendations.
  • Support the design and facilitation of training and institutional capacity strengthening plans for CRS and partners.
  • Support external audits and the coordination of action plans to close out audit findings.
  • Support the due diligence on the staff
  • Conduct reconciliation on the plans vs projects completion reports

Required Languages – Fluent in English and Dari.

Travel Required most be able to travel 40% within the country program

Key Working Relationships:

Internal:  Head of operation, Head of offices, Finance team, Supply chain team, HR team, Program Managers, Senior Project Officers, and Country Program Technical Advisors.

External: CRS partners and other International/National NGOs, and Government.

Job Requirement

  • Knowledge of audit standards and compliance regulations and familiarity with international standards for internal control and risk and compliance management (e.g., COSO, ISO, COBIT)
  • Familiarity with accounting systems.
  • Microsoft office 365 basic knowledge (Outlook 2016, Excel Online, Word Online, Microsoft Teams)
  • Microsoft SharePoint online usage and experience
  • Microsoft OneDrive usage or any other similar cloud base technology usage experience
  • Basic knowledge on understanding the internet security and data privacy (phishing, Spam, Malware, Virus, Content Filtering)
  • Understanding of basics on Intranet usage and protocols
