About CRS: CRS began direct operations in Afghanistan in early 2002. CRS maintains five main offices throughout the country: Kabul, Herat, Chaghcharan and Bamiyan, with sub-offices in all of these provinces as well as Daykundi. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, resilience, human development, and emergency response. Brief on CRS Daykundi Programs: CRS carries out development and emergency relief efforts in Daykundi province with a focus on rural livelihoods and education through diverse programs including community-based education (CBE), accelerated learning programs (ALP), natural resource management, increased agricultural production and agro-enterprise development. CRS emphasizes women’s empowerment and strengthening the resilience of vulnerable households through a strategic framework called integral human development.

Job Description

Job Summary,

You will be responsible for providing responsive, effective, and efficient security services. You will ensure all premises and personnel are secure by patrolling the property and monitoring movements in, out and around of the office and guesthouse compounds. You will ensure that only authorized individuals are permitted entry onto CRS premises. You will also be responsible for securing equipment and preventing loss and damage and reporting any irregularities or security incidents to the Security Focal Point. You may be asked to coordinate with other CRS staff including the operations team, the Head of Office and other security guards. You will carry out all tasks specified in this job description in an appropriate manner. You will promote good stewardship of resources and provide high-quality services.

Roles and Key Responsibilities:

  • Safeguard the equipment, assets, staff and premises of the CRS office and guesthouse compounds     
  • Conduct regular and frequent (hourly) patrols of the specified locations around the CRS office and/or guesthouse compounds.
  • Report all irregularities and security incidents directly to the supervisor.
  • Assess the security situation daily, cooperate in all security measures by preparing a report on the security situation and safety measures for the supervisor, according to the CRS staff safety and security guidelines.
  • Follow security protocols as directed according to the office and guesthouse checklists.
  • Provide assistance as needed with the maintenance of CRS office and guesthouse facilities and equipment.
  • Identify any hazards (or potential hazards) for the CRS office and guest house compounds and report them to the Security Focal Point.
  • Facilitate the entry and exit of employees and authorized individuals (vendors, repairmen, verified guests etc.) in a way that demonstrates the CRS values.
  • Register all individuals that enter and leave the CRS office and guesthouse.           
  • Surveil CRS’ vehicle fleet and rental vehicles parked in the office compounds, ensuring only authorized vehicles are parked and all keys are kept in the designated key box.      
  • In the event of an emergency, sound alarm(s) and ensure all staff evacuate office and guesthouse buildings

Additional tasks that may be requested:

  • Monitor the operation of generators
  • Assist in the fueling of equipment (generator, water heater, vehicle etc.)
  • Support the Security Focal Point in implementing emergency preparation drills (i.e., fire drills)
  • Other tasks assigned by the supervisor.

Job Requirement

Basic Qualifications 

  • Guards must demonstrate behavior in line with CRS’ values and code of conduct
  • Guards must be able to work 8 or 12-hour day or night shifts and be physically fit.
  • Guards must have a basic literacy in Dari (reading, writing, speaking).
  • At least 3 years of working experience in the field of safety and security with international NGOs and or UN agencies.

Required Languages - List languages required to perform the job. 

  • Dari (fluent reading, writing and speaking skills required)

Knowledge, Skills and Abilities  

  • Strong written and oral communication skills
  • Strong interpersonal skills
  • Can follow complex instructions
  • Knowledge of basic security operations and procedures
  • Surveillance skills
  • Ability to use a flashlight and convert the battery.
  • Familiarity using basic mobile phone for calls and texting
  • Basic understanding of operating generators (turning on and off and maintaining fuel levels).

Preferred Qualifications

  • English and Pashto language a plus
  • Able to work in a multi-national/cultural environment.
  • Ability to drive and a valid driver’s license
