About Chemonics/CBA: Capacity Building Activity (CBA) is a five-year USAID-funded activity. USAID’s Afghanistan Capacity Building Activity (CBA) was designed to support the Ministry of Education (MoE) to achieve the goals of its 2017-2022 National Education Strategic Plan III (NESP III) by helping build its capacity to deliver high quality education services to the Afghan people. CBA interventions are developed in partnership with the MoE and designed to strengthen policies, procedures, and personnel capacity. Through these interventions, CBA will help the MoE improve its systems, governance, and accountability in Afghanistan’s education sector and thereby enable the MoE to deliver better education services in five provinces. Specifically, CBA will work with MoE staff to improve critical systems and increase the Ministry’s transparency and accountability to stakeholder. CBA will focus on: 1- Education management information system (EMIS) 2- Teacher recruitment system 3- Payroll system 4- Internal audit systems 5- Resource planning, allocation and execution CBA will also build the capacity of community members and civil society organizations to do oversight of the education services at central, provincial and district levels.

Job Description

The Operations Coordinator will assist the Operations Director with the below mentioned Duties and Responsibilities and serve and assist him/her in all operations for the CBA project. s/he will be responsible for ensuring the processes to be done with compliance and conformity with USAID rules and regulations, Chemonics’ best practices and policies, and the Afghanistan law.

  • Prepare and update project assets trackers such as Expendable and Nonexpendable inventory trackers.
  • Complete daily inventory transactions for all products used, linking them to the proper accounts and maintain accurate physical inventory count of all non-expendable supplies.
  • Prepare bi-weekly, monthly, quarterly and annual Inventory Report.
  • Ensure that equipment/furniture quarterly physical inventory inspection is carried out and updated in the inventory database.
  • Receive delivery of equipment, and inspect for quality and accuracy of order, verify orders, compare contents against GRN (Good Receipt Note), serial numbers, asset tag numbers, requisitions and purchase orders; un-boxing/unpacking, asset tagging computers, printers and other IT equipment.
  • Process repair orders of broken equipment and furniture.
  • Oversee and assist with administration files record, visa trackers.
  • Responsible for CBA team domestic travel arrangements, obtaining boarding stubs from employees.
  • Responsible for travel vendor payment package preparation and submission to finance.
  • Responsible for managing project vehicles and maintain proper record of logs, maintenance record.
  • Prepare GRNs/SRNs and it require documentation package for submission to procurement unit/finance.
  • Assist with liaison activities such as obtaining work permits, visas and other related corresponds with GoIRA.
  • Maintain and update a record of all expats necessary documents for obtain MOFA and visa/travel
  • Ensure necessary approvals are obtained for all request documents/PRs before processing.
  • Assist new hires in obtaining compound badges, vehicle registration. Also, work with gate security when visitors come to the premises.
  • Work with operations personnel in managing the archival of all critical documents.
  • Manage the scheduling and organization of all meetings and events in Chemonics Project’s conference room.
  • Perform any other appropriate tasks that support the overall project, as assigned by the supervisor or his/her designee.
  • Ensure that CBA Project’s (office and accommodations) are well stocked with expendable office supplies, drinking water, and equipment and that CBA Project’s guest facilities are well stocked with necessary expendable supplies and amenities. 
  • Liaise as necessary with the Baron Hotel management to ensure that guests are registered, rooms are booked in advance and billing is properly allocated to CBA Project’s and project staff.
  • Inspect regularly all office and residential appliances and equipment and arrange for periodic and necessary maintenance and immediate repair of non-functioning items, ensure the replacement of defective lighting and electrical fixtures, provide to Operations Director summary of activities and problems encountered/ resolved.
  • The Operations coordinator process request for quotation (RFQ), and bid analysis processes in compliance with Chemonics policies and procedures, FAR and all of the United States Government procurement rules and regulations
  • Facilitate communication and follow-up documentation with vendors during the contract
  • Responsible for preparing PO (Purchase order) to local vendor and international vendors
  • Responsible for preparing the Technical/financial proposals and submit to Operations Director for Review and further process
  • Collection of all the receipts, bills and invoices of the project from vendor and supplier 
  • Facilitate the bidding process, bid opening and evaluation.
  • Ensure invoices are received from vendors in a timely manner and submits them to Finance department for further payment process.

Job Requirement

  • Bachelor’s degree certified by the Ministry of Higher Education.
  • Bachelor's degree required, along with a minimum of 4 years of progressively responsible related experience in working on operational duties.
  • Prior international donor experience preferred.
  • Knowledge of USAID and its contractual and reporting requirements preferred.
  • Ability to write and verbally communicate clearly and concisely in English and Pashto or Dari.
  • Ability to work both independently and in a team environment.
  • Experience working on donor-funded projects; experience working on USAID funded programs preferred.
  • Fluency in English, Dari and/or Pashto is required
  • Ability to write and verbally communicate clearly and concisely in English, Dari and Pashto.
  • Attention to detail, versatility and integrity.
  • Excellent organizational and prioritization skills.
  • Demonstrated experience working effectively in fast-paced, sometimes unstable conflict or post-conflict environment.
  • Ability to communicate effectively in a cross-cultural environment.
