UNICEF supports the Ministry of Labour and Social Affairs, in capacity building capacity of social work and case management of child protection system to improve prevention and response to child protection issues as well as Department of vital statistics of Ministry of Interior in improving birth registration at provincial and village level as well as birth registration in the health facilities.

Job Description

Under the guidance of UNICEF zonal offices and in the coordination of line departments, the provincial child protection extender will be responsible to:

  • To ensure regular monitoring, reporting, and response of child protection cases.
  • To strengthen provincial referral system/ mechanism among the community and other relevant government and non-government organizations for the children on the move and victims of child rights violations in coordination with DOLSA and other stakeholders in the NR.
  • To facilitate & coordinate the knowledge sharing and learning events in provinces related to child protection.
  • To provide psychosocial counseling and psychosocial first aid support to affected children and develop referral mechanisms for the affected children and provide relevant services.
  • To mobilize the community around child protection issues for prevention and response purposes.

To mobilize community members to register their children within the first year after birth for birth certificates.

  1. Provide psychosocial counseling and psychosocial first aid support to children in the Juvenile Rehabilitation Centers (JRC), orphanages, child protection centers and child-friendly spaces (CFSs) in Balkh Province or in other provinces where required.
  2. Attend monthly coordination meetings are conducted by DOLSA and other actors working on child protection in the province and provide technical support to the team.
  3. Support the Child protection officers in identifying children psychologically affected, support in the developing and updating referral pathways for children in the province. 
  4. Ensure assistance is provided to the most vulnerable children based on selected criteria and decisions of the case management committee
  5. Ensure there is close coordination and follow-up with CPANs on children reunified in the community. 
  6. Provide monthly reports highlighting child protection risks, which may affect the wellbeing of children. 
  7. Participate in monthly CPAN and Social Protection Sector meetings
  8. Assist UNICEF CPOs in preparing Success Stories of the children assisted through UNICEF programs.
  9. Strengthen coordination among community members and implementing partners focusing on various aspects of the programs at the field level
  10. Assist/coordinate diverse types of community engagement programs at the field level
  11. Ensure that the standard tools/forms for monitoring and reporting of child protection cases used and all child rights violations reported and responded appropriately.
  12. Ensure that community sensitization activities on prevention of abuse/violence against children and the importance of Birth Registration are in the annual plan and implemented.
  13. Ensure monitoring reports of child rights violations, including children affected by the impact of armed conflict and Birth Registration, are regularly recorded and submitted for trend analysis
  14. Ensure the continuance interactions between the district and provincial CPANs and providing required support at the district level.
  15. Carry out any other tasks given by UNICEF Child Protection Officers

Job Requirement

  • Education: At least Bachelor’s Degree in psychology, social or social sciences
  • Work Experience: At least 3 years progressive experience in the child protection field with National or International NGOs.
  • Understanding of Child protection programme.
  • Communication Skills: Ability to communicate well in English, Dari, and Pashto
  • Has strong interpersonal communication skills at the community level.
  • Welling to travel to other provinces to provide support to JRC, orphanages or other CP centers where needed.
  •  Computer Skills: Familiarity in Excel, Word, and Power Point Applications
