About DAI: The Afghanistan Value Chains – Livestock (AVC-Livestock) is a USAID funded program expected to run through June 2023. AVC-Livestock utilizes a market systems approach to strengthen and facilitate key transactions at either end of the farmer in targeted value chains - the commercial vendors of the goods and services that farmers need to grow higher volumes of quality produce, and the processors and traders who purchase farmers’ harvests. AVC-Livestock is a market-driven, private sector-focused program that aims to sustainably strengthen the dairy, poultry, honey, fish, red meat and fiber value chains throughout Afghanistan resulting in increased incomes, employment and productivity throughout targeted value chains. Sancharak Oqab Poultry is a registered livestock feed production company located in Balkh Province. This project anchor firm supplies it’s feed to the markets in the north and east of Afghanistan. The firm has a livestock feed processing and production plant and produce significant amount of livestock feed, however the quality of the feed is not proved due to the inadequate technical capacity to operationalize and properly run the current feed testing laboratories, test the raw materials for fat, fiber, ash, protein, moisture, aflatoxin etc., and further generate précised report on the ratios and volume of the specific ingredient and nutrients existing in the produced feed for the customers to build their trust and confidence. Towards that end, AVC-Livestock recruits a local livestock feed testing and analyzing specialist to provide technical support and trainings to the project Anchor Firm Sancharak Oqab Poultry on the proper use of feed testing laboratories equipment and conduct required feed tests to improve the quality of local produced livestock feed. Job Description

The overall objective of this technical support is to build firms’ on-the-lab technical capacity on the proper use of the laboratory equipment, conduct required tests and analysis of the feed raw materials, ensure the standard ratio of each ingredient and nutrients that is needed for producing standard poultry/livestock feed, and conduct regular tests of stored feed for the safety of feed especially for aflatoxins and other feed related contaminations.

Tasks:

Tasks include, but are not limited to the following:

Perform all applicable analytical tests on feed raw materials / ingredients, in-process and finished products for Moisture / LOD, Ash, Protein, Fat, Fiber (CF, ADF, NDF), Aflatoxin
Performs all work in a safe manner. Complies with all safety rules, regulations and procedures. Performs all work that they are qualified and trained to do in a manner to protect themselves, their fellow employees and the public from injury.
Develop and comprehensive feed laboratory training manual
Train company designated person on laboratory operation to enable him/her to perform necessary feed testes and feed quality control practices
Train the technical team for standard operation procedure of laboratory;

Waste management, Safe use of laboratory equipment and chemical.
Safe storage of chemical
Safe maintenance of lab equipment
Disposal of wastes and used reagent in proper manner
Calibrates laboratory instruments.

Prepares and performs analyses on all types of equipment lubricants including new oil, used oil, transformer oil, and grease, etc. Performs variety of lubricant quality tests including viscosity checks and moisture content. Also prepares and analyzes ferro graphic slides, performs tests for dissolved metals. Operates and maintains a variety of other analysis equipment.
Perform weekly quality test of the produced feed.
Train the technical team on determination of chemical and physical characteristics or composition.
Train the technical team for personal safety and bio security standards of poultry feed mill.
Train technical team on cleaning, disinfection and critical control points (temperature, lighting) of glasses, equipment
Train the technical team for documentation and reporting of final result of testing.
Prepare recommendations and suggestions according the test result of feed ingredient and may make additions to the chemical feed systems based on analytical results. This includes the boiler, boiler feedwater, condensate, closed cooling water systems, reverse osmosis and demineralizer equipment, water filtering equipment, seal water systems, and other related equipment.
Assists with the documentation of data, results, problems encountered, and corrective action taken in all areas.
All training shall comply with all applicable health and safety measures and safety standards regarding Covid-19, including social distancing, approved and safely used disinfectants and use of PPE.
Provides recommendations to plant operating supervisors concerning proper operation of plant equipment as related to analyses performed.
Deliver final presentation to the AVC-Livestock technical team on assignment achievements.
Other duties as assigned by AVC-Livestock technical team

REQUIRED DELIVERY DATE

Deliverable #1: Detail assessment reports of the status of feed mill and facilities, safety management and farming skills with necessary recommendation

By the end of first week of the training  

Deliverable #2: Deliver training and technical assistance sessions and submit required supported documents; attendance sheets, pre-and post-test results

Second week of assignment

Deliverable #3: Provide trainings on animal feed formulation, testing and analyzing both in theory and practically

Third week of assignment

Deliverable #4: Operationalize Oqab-e Sancharak feed testing laboratory (a detail report including photos and videos of operation system of the feed testing laboratory)

End of fifth week of assignment

Deliverable #5: A detail final report of assignment including lessons learned and recommendations.  

At the end of assignment 

Reporting

The Feed testing and Analyze Specialist will report to AVC-Livestock COP or designee.

Job Requirement

Master’s/ or bachelor’s degree in Animal science, Viternary, livestock or chemistry
At least five years of experience as independent laboratory technician Extensive knowledge of poultry feed analysis and tests
Strong writing, communication and training skills
work experience with international companies, organizations and NGOs
Proficiency in English is required

Payment Method

The consultant will receive payment at once after all the deliverables are completed and approved by the AVC-Livestock project.
