Job Description

SUMMARY OF KEY FUNCTIONS

Overall responsible for planning and implementation of the community-based intervention of the project including both Community Based Health Care (CBHC) and community based Social Behavior Change (SBC) activities at the city level
Supervise community based engagement team including CHW Trainers, Community Health Supervisors and community mobilizers at the related city level
 With support from Community Engagement Team from Kabul, build capacity of the city level community engagement team in all the relevant work areas
Lead the design of an effective system for establishment uCHW health post, health post Shuras, health facility shura and family health action groups(FHAGs) as per the related city context
Lead design of the community based SBC approaches and intervention, based on the contextual environment of the related city
Developing and adapting reporting system form health Shuras, health post and midwife post base on requirement of UHI project and MoPH
Participate in all the provincial level meetings related to community based health care, health promotion and other related areas 
Strengthening coordination with CBHC department at provincial level for urban health services
Conduction of the supportive supervision and monitoring visits to each target areas of the city with focus on community engagement activities
Supervise direct reporting staffs to optimize the quality and efficiency of their outputs and to maintain a high degree of satisfaction with their job and personal development
Establish and maintain a good working relationship with the local authorities, UHI partners and collaborating agencies to ensure optimize project sustainability and quality

KEY RELATIONS

Reports to: City Manager and technically responsible to CETL 
Collaborates with:  Urban health Initiative (UHI) partner and PPHDs
Actively contributes to UHI team Meetings and partners, to ensure that the project interventions are implemented in effective and efficient manner and the project goal and objectives are met

Implementation

Ensure project management planning and implementation process related to community engagement are well implemented to meet the project requirements
Address the various needs of vulnerable communities, mothers and child health, concerns, and expectations of the stakeholders through effective design and implementation of the community engagement health interventions
Contribute to development of new initiatives in the areas of CBHC and community based SBC to ensure UHI and CARE strategic objectives are achieved.

Stakeholder management:

Ensure project stakeholders expectation are well identified, analyzed and managed during implementation project life cycle
Stakeholder engagement is well managed by regular and professional communication to ensure their expectations are met and any issues raises are timely addressed  
Project stakeholders are we informed of the project progress through regular meeting, updates, reports and other means of communication.

Supervision and Support Community Mobilizer, Health Education officer and community health Officer  

Supervise the activities of the community engagement team at city level including community Mobilizer, Community Health Supervisor and CHW trainers
Regular support to CM, CHS and CHW Trainers to enable them to conduct community mapping, collect data on perinatal health indicators and to generate reports as per their JDs and to provide feedback to communities
Contribute and support for establishment uCHW health post in coordination of communities elder and leaders base on their needs 

Other relevant tasks

Support project planning and implementation interventions at the targeted communities
Generate monthly and quarterly report as per the format provided by UHI and Ministry of Public Health (MoPH) of Afghanistan
Collect and check the relevant data from the HEO, CHO, and CM and submit it to supervisors
Participate in the project team meetings to ensure that the project interventions are implemented as per the project plan
Assists city manager and community engagement team leader on planning, implementation and reporting and other relevant tasks as needed

Job Requirement

 COMPETENCE, SKILLS AND EXPERIENCE

Core Competencies:

Culturally flexibility and respect multi-cultural environment

Skills and Experience:

Deep knowledge of the community base health services
Excellent training and facilitation and community mobilization skills
Having a deep knowledge of Afghan traditions and cultural norms
Ability and willingness to work at the communities
Excellent spoken /written Dari, Pushto and English
More than three years’ relevant experience on Afghanistan health system specially at community base health care  
Ability to review and monitor activity and record outcomes and learning
Computer skill (Microsoft office) is required

Education and working experience

Degree in medicine, midwifery, nursing or public health from a recognized university
Minimum 3 years’ experience of working with community specially on community base health care and social behavior change

Languages Skills:

Fluency in spoken and written English, Dari and Pashtu is a requirement.
