Mine Action Program is an integral part of AREA’s initiatives. Based on the need assessment of clearing explosive contaminated areas for conducting development projects, AREA’s mine action program has the duty of ensuring cleared and safe lands for implementation of development projects which will be executed by other functional departments of the AREA. The variety of the “Integrated Community Development Programs” gives AREA another value and good chance to conduct Community Based Mine Action Program and integrate CB demining into the developmental programs. Based on this concept, AREA always assists and responds to the communities’ requests on “what they want to have on their cleared lands”. AREA demining program was established in 1995 and is sufficiently experienced in mobilizing communities to handle clearance operations of explosive ordnance by themselves. AREA is the founder and initiator of the Community Based Mine Clearance Program in Afghanistan. AREA has a highly organized management system consisting of Operations, QM & Training, Program, Admin/HR, Finance, Logistics, IT, and Transport sections.

Job Description:
The Operation officer who will work under the direct supervision of Managing Director of AREA is responsible for the following assigned tasks:
- Management of overall Mine Action program of AREA organization,
- Writing proposals to different donors and funding sources;
- Designing strategies, policies, guidelines, rules, regulations and prepare Job description for mine action staff. He also has the authority to establish new guidelines for AREA mine action activities;
- Develop SOPs, procedures, practices and manuals for AREA mine action operations. Revise and update the SOPs. Also, must develop new SOPs for new circumstances that the teams face within according to the national standards (AMASs) guidelines;
- To represent AREA in donor workshops and symposiums conducted in international level and also in domestic meetings with UN organizations, donor community, DMAC, IPs and other stakeholders after the assignment and approval by the Managing Director;
- Prepare and submit presentation on mine action issues to guests visiting AREA and for other events;
- Communicate the project issues with relevant donor countries and embassies in Kabul;
- Coordinate AREA’s mine action activities with other stakeholders and maintain a good communication system and network with donors, sponsor agencies, government authorities, as well as in field and site offices;
- Monitor, evaluate and follow up all mine action projects of the organization and provide necessary technical guidelines and support to AREA mine action teams;
- Manage AREA mine action in-time reporting process; to DMAC, Donors and other relevant authorities;
- Management of the demining assets and explosive materials as per the relevant SOPs;
- Oversee the function of all sections of AREA mine action department;
- Exercise supervisory control over the mine action staff in terms of planning, guiding and reviewing their work;
- Conduct meetings, workshops and seminars for capacity building of the AREA mine action staff and developing training packages for this aim.
- Assure that all required MA Training packages are according to SOP/AMAS.
- Participate in handover ceremonies of completed tasks/ projects; Review mine incidents as well as the investigation reports and take actions as required.
- Carry out any additional tasks as required by AREA director.
Job Requirement
Qualification and Experience:
• Bachelor degree with seven years progressively experience in mine action operations from which five years shall worked in Operational management related activities.
• Understanding of Afghanistan Mine Action Standard (AMAS) and organization SOPs.
• Sound communication (spoken and written) skills, including the ability to effectively prepare reports
• Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multi-cultural environment with sensitivity and respect for diversity
• Ability to organize, plan and implement work assignments under pressure of frequent and tight deadlines
• Sound analytical and problem-solving skills and ability to handle complex situation
• Demining related QM, survey and clearance courses are required.
• EOD courses (level 3) and AIM courses are desirable and added value.
• Knowledge of computers including Word, Excel and Power point is required.
• Fluent in English and local languages (oral and written) are required.
