ASMO is a free-standing, not-for-profit Afghan organization that aims to create positive health outcomes by giving Afghan households the information they need to make informed and healthy choices and expanding access to high-quality health products through commercial markets. From its inception to date, ASMO successfully implemented multimillion-dollar projects in Afghanistan through sub-awards sponsored by USAID, focusing on improving maternal and child health outcomes through the private sector
Job Description
The Senior Liaison Officer is responsible for managing and coordinating all affairs between ASMO and various government agencies. This role involves ensuring compliance with governmental regulations and building strong relationships with key government stakeholders. The ideal candidate will be well-versed in regulatory affairs, possess strong communication skills, and have a deep understanding of the governmental processes that impact the organization overall operations.
Government Liaison:
Serve as the primary point of contact between the ASMO and government authorities particularly with MOEC, MOPH, and MOFA.
Develop relationships with key government officials, regulatory bodies, and other relevant associations.
Attend meetings, hearings, and events with government agencies to represent ASMO.
Submission of bi-annual and annual activities reports to MOEC and other sectorial departments.
Ensuring reports are prepared on time and submitted. Follow up with relevant departments at ASMO to finalize reports before the deadline.
Regulatory Compliance:
Monitor and analyze new and existing regulations, laws, and policies that may affect the ASMO operations.
Ensure ASMO remains compliant with all relevant local regulations.
Coordinate with internal departments to implement and maintain compliance with regulatory requirements.
Work with relevant ministries and sectorial departments on projects MOU preparation and finalizations
Advocacy:
Representing and Advocating for ASMO interests by engaging with policymakers and participating in consultations or NGO forums.
Prepare recommendations, suggestions, position papers, and responses to the government to management for their approval and further submission.
Licensing and Permits:
Manage the process of obtaining, renewing, and maintaining all necessary licenses, permits, and certifications for ASMO operations.
Coordinate with relevant government departments to expedite the approval of licenses and permits.
Crisis Management:
Assist in managing any government-related issues that arise, including responding to investigations, audits, or compliance breaches.
Develop and implement strategies to mitigate potential risks related to government relations.
Documentation and Reporting:
Prepare and maintain accurate records of all communications and interactions with government entities.
Generate regular reports on regulatory developments, compliance status, and government relations activities.
Brief senior management on significant regulatory changes and government-related matters that could impact ASMO Operations
Training and Awareness:
Provide training to employees on regulatory compliance and government relations best practices.
Raise awareness within ASMO about the importance of regulatory compliance and staying informed about policy changes.
Other responsibilities:
Dealing about any issue from government and external authorities.
Liaise with government offices such as MOEC, Tax, Sectorial depts, and other authorities
Arranging the Meetings between ASMO and the Government.
Solving any emergency problems with government entities
Attending meetings with government institutions.
Job Requirement
Education & Qualifications: A bachelor’s degree in journalism and communication, Political Sciences, business administration or other relevant fields.
Industry Experience: A minimum of five years of related experience is required.
Knowledge and Skills:
Technical: Strong interpersonal and communication skills.
Personal Qualities: Be able to work in a multicultural setting
Technology: Proficient in MS Word, Excel, PowerPoint, Power Bi, Photoshop, Premiere Pro, HTML and social media platforms and tools.
Language skills: Fluent in local languages (Pashto and Dari). Excellent oral, written English language skills.
Communication skills: Strong interpersonal and communication skills to collaborate with various teams
